14 <br /> 1 Organization (TARPO) and the Durham-Chapel Hill-Carrboro Metropolitan Planning <br /> 2 Organization (DCHC MPO) planning areas for consideration of inclusion in the 2016-2022 <br /> 3 Statewide Transportation Improvement Program (STIP). <br /> 4 Bret Martin said the priority list for the Burlington Graham Metropolitan Planning <br /> 5 Organization was approved by the Board at the September 17th meeting. He said this included <br /> 6 all of the projects across all modes. <br /> 7 He noted that the transit specific projects were approved by the Board in October, for <br /> 8 submission to TARPO and DCHC MPO. He said that list was not a priority list, but was only a <br /> 9 project submission list for transit items. <br /> 10 He said the resolutions being discussed tonight are for submission of all priority <br /> 11 transportation projects across all modes. He said these lists are intended to serve a dual role: <br /> 12 1) These are the County projects being submitted for state scoring and consideration of <br /> 13 inclusion in the statewide transportation improvement program; and 2) This list will serve as a <br /> 14 guide for the transportation coordinating committee and transportation advisory committee for <br /> 15 prioritization of projects. <br /> 16 Bret Martin said the starting point was the list submitted in 2011 as part of the statewide <br /> 17 transportation improvement projects; however new projects have been added with ranking <br /> 18 order. He said this ranking is based on changes in NCDOT funding policies, and is also <br /> 19 intended to increase scoring output. <br /> 20 Commissioner Pelissier noted the timeline and the possible re-prioritization if project <br /> 21 scores come back early enough from DOT. She asked how likely it is that the Board would not <br /> 22 have time to see this. She hopes there would be time to review scores and re-prioritize, if <br /> 23 needed. <br /> 24 Bret Martin said he hoped this information would be available on time. He said the <br /> 25 current timeline would allow for this. He said the problem is that information from DOT has <br /> 26 been arriving late. He does not want to miss the deadline. <br /> 27 Chair Jacobs noted that the resolution related to TARPO starts on page 10 ( Attachment <br /> 28 2) and the resolution for DCHC MPO starts on page 18 (Attachment 5). <br /> 29 Commissioner Gordon said she would like to consider these resolutions separately. <br /> 30 She said she talked with MPO staff today, and the MPO process is different from the <br /> 31 TARPO process. She said the MPO requires a submission of projects, but only the <br /> 32 bike/pedestrian projects need to be in priority order. <br /> 33 Commissioner Gordon said she thinks the resolution should state that there is a <br /> 34 possible re-prioritization.
