7 <br /> 1 Commissioner Dorosin said he had questions about the data regarding transportation <br /> 2 modes used by students. He asked if there has been a more detailed analysis of numbers, <br /> 3 such as an analysis of how many more students could walk if the improvements were made. He <br /> 4 said if this kind of detailed analysis has not been done, he would like to see it done. . <br /> 5 Abigaile Pittman said participants were asked, in other parts of study, about distances, <br /> 6 travel modes and departure times. She scrolled through appendix A. <br /> 7 Commissioner Dorosin asked if this information could be pulled out and put in a <br /> 8 summary format for the public hearing in February. <br /> 9 Commissioner Pelissier said the Board should keep in mind that sidewalk improvements <br /> 10 and other improvements will also help the adjacent high school students. <br /> 11 Abigaile Pittman said, even though high schools are not in the plan, projects with <br /> 12 multiple impacts are ranked higher. <br /> 13 Commissioner Price said when she was on the OUTBoard, members did look at the <br /> 14 same issues that Commissioner Dorosin mentioned. She said many apartments are within <br /> 15 walking distance of Grady Brown Elementary School; however students cannot walk because of <br /> 16 the traffic and the lack of sidewalks. She said the same is true of Cameron Park Elementary, <br /> 17 and the middle schools. <br /> 18 Commissioner Gordon asked if the Chapel Hill Carrboro City Schools (CHCCS) are also <br /> 19 working on this. <br /> 20 Abigaile Pittman said she is not working with CHCCS, but she has asked that question <br /> 21 at the state level. She was told that CHCCS was doing its own plan. <br /> 22 Commissioner Gordon asked if Abigaile Pittman would be willing to assist CHCCS if <br /> 23 needed. <br /> 24 Abigaile Pittman said yes. <br /> 25 Commissioner Pelissier said she would like to see the estimated costs of the proposed <br /> 26 improvements for all three projects. <br /> 27 Abigaile Pittman said she is currently in conversation with DOT about this. <br /> 28 <br /> 29 NO PUBLIC COMMENT <br /> 30 <br /> 31 A motion was made by Commissioner Price, seconded by Commissioner Pelissier to: <br /> 32 <br /> 33 1. Receive the Draft Safe Routes to School (SRTS) Strategic Action Plan (Attachment <br /> 34 4); <br /> 35 2. Conduct the public hearing and accept public and BOCC comments on the proposed <br /> 36 Plan; <br /> 37 3. Refer the Plan to the Orange County Schools and the Town of Hillsborough for review <br /> 38 and adoption consideration, and report the review comments and actions to the <br /> 39 BOCC in time for the February 18, 2014 regular Board meeting; <br /> 40 4. Refer the matter to the Orange Unified Transportation Board (OUTBoard) with a <br /> 41 request that a recommendation be returned to the BOCC in time for the February 18, <br /> 42 2014 BOCC regular meeting; and <br /> 43 5. Adjourn the public hearing until the February 18, 2014 regular Board meeting in order <br /> 44 to receive and accept the review comments and actions of the Orange County <br /> 45 Schools and the Town of Hillsborough, and the OUTBoard's recommendations, and <br /> 46 any submitted written comments. <br /> 47 <br /> 48 VOTE: UNANIMOUS <br /> 49 <br />
