4 <br /> 1 Orange County over a period of ten years and would create many new jobs in the health care <br /> 2 sector in Orange County and elsewhere in the State; and <br /> 3 <br /> 4 WHEREAS, the 2012 Supreme Court Decision upholding the ACA modified the ACA and gave <br /> 5 states the choice of whether to expand their Medicaid programs; and <br /> 6 <br /> 7 WHEREAS, the North Carolina General Assembly in February 2013 adopted legislation <br /> 8 refusing to expand Medicaid coverage under the ACA; and <br /> 9 <br /> 10 WHEREAS, in Orange County an estimated 7,500 residents (or 42% of the uninsured) who <br /> 11 would have qualified for Medicaid under the Federal expansion are now ineligible for Medicaid <br /> 12 and Marketplace subsidies, leaving them uninsured; and <br /> 13 <br /> 14 WHEREAS, under the ACA residents of North Carolina who have incomes ranging from the <br /> 15 poverty level up to four times that amount are eligible for federal tax credits to subsidize the <br /> 16 purchase of private health insurance, but without the expansion of Medicaid those below the <br /> 17 poverty level are ineligible to receive the tax credits, Medicaid or any other assistance with <br /> 18 health insurance coverage; and <br /> 19 <br /> 20 WHEREAS, health insurance coverage rates for employers and individuals purchasing private <br /> 21 health insurance coverage in North Carolina will likely rise as hospitals and health care <br /> 22 providers throughout the State absorb the unreimbursed costs of providing health care to the <br /> 23 uninsured poor and low-income adults who would otherwise be eligible for Medicaid coverage <br /> 24 and as those costs are shifted to private pay patients; and <br /> 25 <br /> 26 <br /> 27 WHEREAS, the Orange Board of County Commissioners believes all residents should have <br /> 28 access to quality, affordable health coverage and that expansion of Medicaid coverage under <br /> 29 the ACA is a responsible means of achieving that desired goal; <br /> 30 <br /> 31 NOW, THEREFORE, BE IT RESOLVED THAT the Board of County Commissioners of Orange <br /> 32 County does hereby urge the North Carolina General Assembly and Governor McCrory to <br /> 33 accept federal funds to expand Medicaid in North Carolina. <br /> 34 <br /> 35 This, the 19th day of November 2013. <br /> 36 <br /> 37 A motion was made by Commissioner Rich, seconded by Commissioner McKee to <br /> 38 adopt a Resolution urging the North Carolina General Assembly, Governor McCrory and <br /> 39 members of Orange County's legislative delegation to reconsider its decision not to expand <br /> 40 Medicaid coverage under the Affordable Care Act to provide coverage for poor and low-income <br /> 41 adults. <br /> 42 <br /> 43 VOTE: UNANIMOUS <br /> 44 <br /> 45 5. Public Hearings <br /> 46 <br /> 47 a. Orange County Community Development Block Grants (CDBG) <br /> 48 The Board received comments from the public regarding a proposed CDBG-Economic <br /> 49 Development project including Morinaga America Foods, Inc., considered closing the public <br /> 50 hearing and scheduling the application review for December 2, 2013. <br />
