10 <br /> 1 a. Zoning Atlas Amendment— Keizer Rezoning of Two Parcels Totaling 16.1 <br /> 2 Acres — Public Hearing Closure and Action (No Additional Comments <br /> 3 Accepted) <br /> 4 The Board received the Planning Board recommendation, considered closing the public <br /> 5 hearing, and considered making a decision on an owner-initiated Zoning Atlas Amendment to <br /> 6 rezone 2 parcels, 16.1 acres in area, (PINs 9844-87-7368 and 9844-86-7573) from Rural <br /> 7 Residential (R-1) to Light Industrial (1-1) in accordance with the provisions of the Unified <br /> 8 Development Ordinance (UDO). <br /> 9 Michael Harvey said the Keizers have put an offer to purchase two additional parcels, <br /> 10 zoned rural/residential, totaling 16 acres in area, to expand their current industrial site to light <br /> 11 industrial. <br /> 12 He said this approval is based on consistency with the comprehensive plan, not <br /> 13 consistency with the Keizer's proposal. He said if this property is re-zoned light industrial it <br /> 14 could be developed for any purpose. <br /> 15 He said there were a lot of questions at the quarterly public hearing, concerning the <br /> 16 node, as well as general re-zonings in the area. He referred to the abstract pages 2, and 23 for <br /> 17 additional information on general use zoning designations. <br /> 18 Michael Harvey said staff has also provided an explanation to address Commissioner <br /> 19 Dorosin's question of why residential zoning is allowed in this particular node and what the <br /> 20 impact would be to those areas if the re-zoning were approved. <br /> 21 He said staff does not believe there are any concerns, and the request is consistent with <br /> 22 the Comprehensive Plan. He said the planning board recommended unanimously that the <br /> 23 Board approve this re-zoning. <br /> 24 Chair Jacobs said his understanding is that there is little noise from this operation that <br /> 25 goes beyond the actual facility. <br /> 26 Michael Harvey agreed. He said it is stipulated that there will be required buffers along <br /> 27 the property line. <br /> 28 Commissioner Dorosin noted that this decision is being made without knowing what the <br /> 29 property may be used for in the future. He asked if it is appropriate to have this information at <br /> 30 these hearings. He said it might be better in the future to discuss these proposals with an <br /> 31 outline of all the potential uses. <br /> 32 Michael Harvey said he would be aware of this for future presentations. <br /> 33 <br /> 34 A motion was made by Commissioner McKee, seconded by Commissioner Pelissier to: <br /> 35 <br /> 36 1. Receive the Planning Board's recommendation; <br /> 37 2. Close the public hearing; and <br /> 38 3. Adopt: <br /> 39 a. Attachment 3 Ordinance Amending the Zoning Atlas <br /> 40 b. Attachment 5 Resolution Concerning Statement of Consistency authorizing the zoning atlas <br /> 41 amendments as detailed herein. <br /> 42 <br /> 43 VOTE: UNANIMOUS <br /> 44 <br /> 45 c.
