She said this will come back on November <br /> 2 19th. <br /> 3 She said the DCHC MPO always expresses concern about how this process is moving <br /> 4 forward. She referenced a letter being sent to the Board of Transportation to highlight two <br /> 5 issues. She said the issues are: 1) How many input points the MPOs and RPOs are given to <br /> 6 allocate, and 2) the so called normalization of monies for highway and non-highway. <br /> 7 Commissioner Dorosin said today he was representing clients in the latest hearing <br /> 8 regarding the future viability of the NC Pre-K program. He said a compelling argument was <br /> 9 made in favor of the program, but the state continues to argue their authority to narrow this <br /> 10 program. He said the decision will be in a couple of months, and he is cautiously optimistic. <br /> 11 He said he has been working with Commissioner Price on the County Fair exploratory <br /> 12 committee. He said there will be a meeting on October 30th at 7pm at the Solid Waste <br /> 13 Administrative Office to receive public input and gauge interest. This will be presented to the <br /> 14 Board at the work session on the 12th of November. <br /> 15 Commissioner Pelissier recognized school board members who volunteered at Project <br /> 16 Connect. She also said she had talked to an attendee who lived at a mobile home park that is <br /> 17 closing. She noted that housing was a major concern. She said there needs to be a discussion <br /> 18 about mobile home parks. <br /> 19 She said Triangle Transit Authority released their annual performance report, and <br /> 20 ridership was up 11 percent overall. She said will be attending a Triangle Transit conference in <br /> 21 Seattle this weekend and she hopes to learn a lot of things. She said she is happy to copy the <br /> 22 Board on her report. <br /> 23 She said TTA had a petition from the Town of Carrboro at Triangle Transit to use the 1/4 <br /> 24 cent sales tax to build sidewalks, especially for access to the transit stops. She said this will <br /> 25 require further discussion. <br /> 26 Commissioner Pelissier said she went to her first meeting of the Orange County <br /> 27 Juvenile Crime Prevention Council. She said other counties have an annual report about the <br /> 28 work of the council. She said there was informal discussion of creating a report in Orange <br /> 29 County. <br /> 30 Commissioner Price said she attended the NCACC conference today on the Affordable <br /> 31 Care Act. She invited the Commissioners to look at the information on the website. She noted <br /> 32 the next meeting scheduled for October 28th in Burlington. <br /> 33 Chair Jacobs said he and Commissioner Pelissier met with their recently appointed <br /> 34 representative to the Chapel Hill Library Board of Trustees, Mr. Stroud. He said efforts were <br /> 35 made to get him up to date on the County's areas of concern. He said it reminded him of the <br /> 36 need to put together a group to plan the upcoming retreat and to gather reports from <br /> 37 representatives of Orange County that serve on other governmental boards. <br /> 38 He referred to the discussion of 4 to10 percent funding for non-highway projects. He <br /> 39 said this means the number will be 4 percent. He said this fits into the discussion of bus rapid <br /> 40 transit in Wake County. He said, without significant state funding in the foreseeable future for <br /> 41 light rail, there will be some interesting discussions at Triangle Transit. He said this will likely <br /> 42 filter back to the Board regarding the future of public transportation planning. <br /> 43 <br /> 44 13.
