18 1 Commissioner Gordon asked if he would double check how this is supposed to be done. 2 She feels this should be submitted in two different lists. She said she has questions about 3 which MPO or RPO it should go to. 4 Brett Martin said the Northern Human Services project would be in the TARPO planning 5 area. 6 Commissioner Gordon suggested the projects be split here. She said it is clear that 7 items 4 and 5 are in DCHC. She noted that Buckhorn falls into both planning areas. 8 Brett Martin clarified that Buckhorn Road is not the border of the planning area. He said 9 the planning area extends to the east of Buckhorn Road. 10 Commissioner Gordon asked if this item was submitted to the Burlington/Graham MPO, 11 and if it will be submitted to DCHC. 12 Brett Martin said yes, but this is only because the EDD crosses a little over the 13 boundary. 14 Commissioner Gordon said her point is that it should be two separate lists - one to 15 TARPO and one to DCHC. She said something should be said about a regional priority list. 16 She asked which format will be submitted. 17 Brett Martin said the list with the finer details will be submitted. 18 Chair Jacobs asked if this information was in the packet before the meeting. 19 Brett Martin said these are the items that were emailed out and placed at the 20 Commissioner's places. 21 Commissioner Gordon noted that the original list received by the Board only had two 22 transit projects; those items are now items 5 and 6 on the new list, and 4 other items have been 23 added. 24 Bret Martin said two lists will be submitted, one to TARPO and one to DCHC MPO. He 25 said the fact that all the projects are on the list does not mean they will be submitted. He said 26 the expansion vehicles make it difficult to know how many need to be submitted to one versus 27 the other. He said these details have not been worked out by Triangle Transit and Orange 28 County staff. He said it is also not known if the Northern Human Services Center will be an 29 implementation objective in that program. He said a lot of these projects are not official 30 submissions, but are Triangle Transit or Piedmont Authority for Regional Transportation 31 projects. He said the reason these are added for Board endorsement is so the Board can 32 express support and assign local input points to them. 33 Commissioner Price said it doesn't make any difference what lists you use at this point, 34 due to the state's new prioritization plan. 35 Commissioner Price asked if Hillsborough had seen this proposed listing and resolution. 36 She noted that some of the changes affect Hillsborough. 37 Brett Martin said he did talk with Hillsborough. He said the planning director thought 38 that the Town would not submit any projects, but she expressed support for the Orange County 39 submissions. 40 Commissioner Price asked about Cornelius Street. 41 Brett Martin said this was not mentioned. 42 Commissioner Price said TARPO was meeting this week, so there may be more 43 developments. 44 Commissioner Gordon suggested that the resolutions should read, "A resolution 45 endorsing transit projects for TARPO Regional Priority List, the DCHCO Regional Priority List, 46 and the Transportation Improvement Programs." She said this covers all bases. She said any 47 reference to DCHC should say, "the DCHC MPO Regional Priority list and the 2016-2022 48 STIP." 49 REVISED RESOLUTION 50
