10 <br /> 1 said his family moved to Orange County in the 1800's, and he knows there was a lot of support <br /> 2 needed in this move. He pledged his continued support for this project. He extended a warm <br /> 3 welcome to the Morinaga family. <br /> 4 <br /> 5 A motion was made by Commissioner Price, seconded by Commissioner McKee to <br /> 6 close the public hearing. <br /> 7 <br /> 8 VOTE: UNANIMOUS <br /> 9 <br /> 10 A motion was made by Commissioner McKee, seconded by Commissioner Rich to: <br /> 11 1. Receive the proposal to consider the issuance of incentives to a private company for the <br /> 12 recruitment of Morinaga America Foods, Inc. to Orange County, and to consider approval of a <br /> 13 "performance-based" economic development incentive agreement with claw back provisions. <br /> 14 2. Conduct the Public Hearing and accept public and BOCC comments. <br /> 15 3. Close the Public Hearing. <br /> 16 4. Approve the "Performance-Based" economic development incentive agreement between <br /> 17 Orange County and the Company, subject to final review by the County Attorney, and <br /> 18 authorize the Chair to sign the agreement on behalf of the County. <br /> 19 <br /> 20 VOTE: UNANIMOUS <br /> 21 <br /> 22 <br /> 23 b. Orange County Community Development Block Grants <br /> 24 The Board received comments from the public regarding opportunities for Community <br /> 25 Development Block Grants (CDBG) Programs in Orange County in 2013. <br /> 26 Craig Benedict said, due to some funding at the state level, there is more of a focus on <br /> 27 jobs, economic development and infrastructure. He said there are CDBG grants available to <br /> 28 Orange County. He said the purpose of tonight is to open this up for the public. He said if <br /> 29 there are interested parties and non-profits, the County can look to see what funds may be <br /> 30 available. <br /> 31 <br /> 32 NO PUBLIC COMMENT <br /> 33 <br /> 34 Commissioner Dorosin asked if there are already proposals from the Planning <br /> 35 Department or Housing, regarding CDBG projects in need of funding. <br /> 36 Craig Benedict said this is the generic public hearing to announce that monies are <br /> 37 available and to seek input as to where the funding can be used. He said the public hearing <br /> 38 can be left open for a couple of weeks. <br /> 39 He said the second stage will involve developing the application and then bringing it <br /> 40 back to the Board at a second public hearing to lay out the specifics of the projects and how the <br /> 41 money will be spent. <br /> 42 Commissioner Dorosin asked for information on the parameters for these grants. <br /> 43 Craig Benedict said the state legislature narrowed the focus this year, so there is not as <br /> 44 much funding available for typical housing purposes. He said there are limitations based on the <br /> 45 classification of Orange County as a tier three county. He said monies are available for <br /> 46 infrastructure and job creation and training. He said he will be able to elaborate more by the <br /> 47 second public hearing. <br /> 48 Commissioner Rich asked who is able to request monies at the second public hearing. <br /> 49 She asked how the Board of County Commissioners can get involved in recommending <br /> 50 projects. <br />
