Commissioner Rich thanked Morinaga. She said it is exciting to know that the work put <br /> into getting the '/4 cent sales tax passed is now turning into this. She said she is excited about <br /> all of the partnerships being formed. <br /> Commissioner Pelissier said thank you and echoed what Commissioner Rich said <br /> about partnerships. She is glad that Morinaga had the courage to locate here in a place <br /> without existing infrastructure. She said this means there will now be infrastructure, which will <br /> attract more companies. <br /> Commissioner McKee said this project is anchored at two points, in Japan and America. <br /> He said this creates an opportunity to increase cooperation between countries and cultures. <br /> He said his family moved to Orange County in the 1800's, and he knows there was a lot of <br /> support needed in this move. He pledged his continued support for this project. He extended <br /> a warm welcome to the Morinaga family. <br /> A motion was made by Commissioner Price, seconded by Commissioner McKee to <br /> close the public hearing. <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner McKee, seconded by Commissioner Rich to: <br /> 1. Receive the proposal to consider the issuance of incentives to a private company for the <br /> recruitment of Morinaga America Foods, Inc. to Orange County, and to consider approval of <br /> a <br /> "performance-based" economic development incentive agreement with claw back provisions. <br /> 2. Conduct the Public Hearing and accept public and BOCC comments. <br /> 3. Close the Public Hearing. <br /> 4. Approve the "Performance-Based" economic development incentive agreement between <br /> Orange County and the Company, subject to final review by the County Attorney, and <br /> authorize the Chair to sign the agreement on behalf of the County. <br /> VOTE: UNANIMOUS <br /> b. Orange County Community Development Block Grants <br /> The Board received comments from the public regarding opportunities for Community <br /> Development Block Grants (CDBG) Programs in Orange County in 2013. <br /> Craig Benedict said, due to some funding at the state level, there is more of a focus on <br /> jobs, economic development and infrastructure. He said there are CDBG grants available to <br /> Orange County. He said the purpose of tonight is to open this up for the public. He said if <br /> there are interested parties and non-profits, the County can look to see what funds may be <br /> available. <br /> NO PUBLIC COMMENT <br /> Commissioner Dorosin asked if there are already proposals from the Planning <br /> Department or Housing, regarding CDBG projects in need of funding. <br /> Craig Benedict said this is the generic public hearing to announce that monies are <br /> available and to seek input as to where the funding can be used. He said the public hearing <br /> can be left open for a couple of weeks. <br />
