She asked if someone would be disqualified over the question of tax issues. <br /> Donna Baker noted that these were questions that were suggested by a past Board of <br /> County Commissioners. <br /> Chair Jacobs said the Board should try to keep the discussion limited to pages 2, 3, <br /> and 4. <br /> Commissioner Dorosin said he thinks the general question, regarding reasons for <br /> serving on the board, is a good one. He is not in favor of making it more difficult for people to <br /> get on these boards, and he feels that what the County currently uses is legitimate. He said <br /> he is not in favor of any additional questions. <br /> Commissioner McKee said he wants to see what people hope to accomplish on a board <br /> and what their view is of Orange County's direction. He said this discussion is not about all <br /> boards, but is only about the statutory and quasi-judicial boards. He wants to know something <br /> about the people appointed to these boards. <br /> Commissioner Rich said she likes some of the additional questions, such as the one for <br /> OWASA, since she is more familiar with this board. She said she wants to know that an <br /> applicant actually knows what OWASA does. She wants people appointed to the board to be <br /> people that really want to know about the board and the issues. She feels that more <br /> information is better. <br /> Chair Jacobs said the conflict of interest question should be on every board. He said <br /> this also gives another way of seeing if people understand the function of a board. <br /> Chair Jacobs suggested asking applicants to list their preferences for serving on <br /> boards. <br /> in order of priority <br /> Chair Jacobs said he does not want these questions to be too onerous. He suggested <br /> that comments be limited to 100 words or something brief, in order to encourage simplicity <br /> Commissioner Price said some of these questions are too involved. She was on the <br /> Board of Adjustment (BOA). She said it wasn't possible to get into the goals and priorities of <br /> the Board of County Commissioners. She would rather know someone's expertise. <br /> Commissioner Pelissier agreed with Commissioner Price about the BOA. She said <br /> some of the questions are geared toward making sure the applicants know what kind of board <br /> they are getting on. <br /> Commissioner Dorosin said the conflict of interest question is too broad and has a legal <br /> connotation. He said it may not be productive or useful. He said the only criteria should be <br /> that applicants are residents who want to be involved and want to serve. <br /> Commissioner Rich asked if there is other wording that could be used for the conflict of <br /> interest question. <br /> Commissioner Dorosin said he does not think so. He said most people will gravitate to <br /> boards that are related to their expertise and interest. <br /> Donna Baker said the Code of Ethics includes a conflict of interest clause, and this may <br /> be duplication. <br /> Chair Jacobs asked if this can be simplified. <br /> The committee will consider the comments made by the Board, and recommend <br /> appropriate changes and then this item will come back for action at a future Board meeting. <br /> 8.
