5 <br /> ORANGE COUNTY <br /> Department of Environment, <br /> Agriculture,Parks&-Recreation <br /> MEMORANDUM <br /> TO: Board of County Commissioners <br /> Michael Talbert, Interim County Manager <br /> John Roberts, County Attorney <br /> FROM: David Stancil, Director <br /> Rich Shaw, Land Conservation Manager <br /> DATE: November 21, 2013 <br /> RE: Hughes Conservation Easement Donation <br /> The following is confidential closed session information pertaining to potential <br /> County land acquisition projects through the Lands Legacy program. <br /> Michael and Dale Hughes are interested in donating a conservation easement to protect a <br /> stream corridor on a portion of their property. The conservation easement would preserve_ <br /> forested stream buffers along both sides of Collizis Creek, which the State of NC identifies <br /> as an"impaired stream" due to excess nutrients and low flow. <br /> The owners wish to take advantage of state and federal tax benefits for easement <br /> donations prior to the NC Conservation Tax Credit ending December 31. <br /> DEAPR has obtained an appraisal to determine the easement value, and the landowners <br /> are eager to complete the project and record the easement before December 31. <br /> Significance: conserving this land would help protect forest buffers and wildlife habitat <br /> along Collins Creek, an"impaired stream" that flows to Haw River and Jordan Lake. <br /> If the Board is interested, DEAPR could have the materials ready for consideration at <br /> your December 10 meeting.
