3 <br /> 1 Tara Fikes said the purpose of tonight's meeting was to conduct a public hearing to receive <br /> 2 public comments prior to official close-out of the County's FY 2010 Community Development <br /> 3 (CDBG) Scattered Site Housing Rehabilitation Program and authorize execution of the <br /> 4 Certificate of Completion by the Chair of the Board of County Commissioners. She said in <br /> 5 February 2011, Orange County was officially awarded a $400,000 Community Development <br /> 6 Block Grant (CDBG) from the N.C. Department of Commerce for a Scattered Site Housing <br /> 7 Rehabilitation Program. Funds from this grant were intended to be used to repair eight (8) <br /> 8 deteriorated housing units in the County. <br /> 9 <br /> 10 Tara Fikes said that all CDBG activities have now been completed and seven (7) homes were <br /> 11 substantially rehabilitated. She said four of the homes were in the Town of Hillsborough, one in <br /> 12 Carrboro and two in the unincorporated area of the County. In order to complete the grant <br /> 13 close-out process, the N.C. Department of Commerce requires that a public hearing be held <br /> 14 prior to the official closeout of the Scattered Site Housing Rehabilitation Program to assess the <br /> 15 performance of the County in administering the grant program. In addition, the County is <br /> 16 required to execute the Certificate of Completion form. <br /> 17 <br /> 18 Tara Fikes said the total costs for the completion of the housing rehabilitation plus associated <br /> 19 administrative costs is $351,257. Thus, $48,743 will be retained by the State Community <br /> 20 Development Program. <br /> 21 <br /> 22 Commissioner Dorosin asked how are these homes selected and identified, what was the <br /> 23 criteria used to choose these homes and how they prioritize these homes. <br /> 24 <br /> 25 Tara Fikes said these homes were identified as a result of her department making a public <br /> 26 advertisement in 2010. They took applications for a period of time to determine the need in the <br /> 27 community and also they received referrals from other agencies and individuals. This program <br /> 28 requires that recipients are homeowners and have an income below 60% of the area medium <br /> 29 and also had to tie the needs of the homes with the requirements of the program. The CDBG <br /> 30 program has a limit of$40,000 per home but sometimes they have to ask for more depending <br /> 31 on the needs of the home. They try to look at requirements of each of their programs. <br /> 32 <br /> 33 Commissioner Dorosin asked if any applications were turned down. <br /> 34 <br /> 35 Tara Fikes said yes because of title issues on a couple of the applications. She added that the <br /> 36 program was a deferred loan program, meaning that the loan did not need to be paid back if the <br /> 37 resident lived in the home for the duration of the loan which is 15-years. The resident is <br /> 38 responsible for paying taxes and insurance on the home. <br /> 39 <br /> 40 NO PUBLIC COMMENT <br /> 41 <br /> 42 <br /> 43 A motion was made by Commissioner Pelissier seconded by Commissioner Rich to close the <br /> 44 public hearing. <br /> 45 <br /> 46 VOTE: UNANIMOUS <br /> 47 <br /> 48 A motion was made by Commissioner Pelissier seconded by Commissioner Rich to authorize <br /> 49 execution of the Certificate of Completion by the Chair of the Board of County Commissioners. <br /> 50 <br /> 51 VOTE: UNANIMOUS <br />
