20 <br /> 1 A motion was made by Commissioner Price, seconded by Commissioner McKee to table <br /> 2 this item for staff/ASAB to have time to review proposed suggestions from the Board and <br /> 3 provide responses to Board concerns. <br /> 4 Commissioner Gordon asked John Roberts if this motion is acceptable. <br /> 5 John Roberts said yes. <br /> 6 Commissioner McKee suggested that Professor Wall from the School of Government <br /> 7 might be made available to provide more direction. <br /> 8 Commissioner Gordon asked how the Commissioners can provide additional written <br /> 9 comments. <br /> 10 Michael Talbert said any written comments should be sent to the Manager's office. <br /> 11 <br /> 12 VOTE: UNANIMOUS <br /> 13 <br /> 14 b. Orange County Volunteer Application-Proposed Revisions <br /> 15 The Board considered proposed revisions to the Orange County Volunteer Application <br /> 16 for boards and commissions. A committee including Commissioner Gordon, Commissioner <br /> 17 Pelissier and Clerk to the Board Donna Baker had been charged by the Board to bring back <br /> 18 recommendations for Board consideration. <br /> 19 Commissioner Pelissier said she petitioned the Board in the spring to bring this forth to <br /> 20 add additional questions for particular boards. She said, for each of these five boards there <br /> 21 were some suggested additions. She talked with some board members and Donna Baker did a <br /> 22 survey of other boards and commissions. <br /> 23 She noted that there was an additional question suggested, outside of the charge. She <br /> 24 said this is included in the packet. <br /> 25 Commissioner Gordon said Donna Baker provided examples from other governmental <br /> 26 entities in the region and out of state. <br /> 27 She said the main discussion should be regarding the additional questions for the <br /> 28 selected boards. <br /> 29 Commissioner Price had concerns about the questions. She asked for an explanation <br /> 30 of the goal or purpose of these additional questions. She liked the four basic questions, but <br /> 31 she said she does not understand the need for some of the others. <br /> 32 She said the question regarding gender and ethnicity should be optional. <br /> 33 She said the term "domicile" is a bit ambiguous. <br /> 34 She asked if someone would be disqualified over the question of tax issues. <br /> 35 Donna Baker noted that these were questions that were suggested by a past Board of <br /> 36 County Commissioners. <br /> 37 Chair Jacobs said the Board should try to keep the discussion limited to pages 2, 3, and <br /> 38 4. <br /> 39 Commissioner Dorosin said he thinks the general question, regarding reasons for <br /> 40 serving on the board, is a good one. He is not in favor of making it more difficult for people to <br /> 41 get on these boards, and he feels that what the County currently uses is legitimate. He said he <br /> 42 is not in favor of any additional questions. <br /> 43 Commissioner McKee said he wants to see what people hope to accomplish on a board <br /> 44 and what their view is of Orange County's direction. He said this discussion is not about all <br /> 45 boards, but is only about the statutory and quasi-judicial boards. He wants to know something <br /> 46 about the people appointed to these boards. <br /> 47 Commissioner Rich said she likes some of the additional questions, such as the one for <br /> 48 OWASA, since she is more familiar with this board. She said she wants to know that an <br /> 49 applicant actually knows what OWASA does. She wants people appointed to the board to be <br />
