MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> BUDGET WORK SESSION <br /> JUNE 1, 1989 <br /> The Orange County Board of Commissioners met in Special Session on June 1, 1989 at <br /> 8:00 a.m. for a work session on the Manager's proposed 1989-90 budget. <br /> BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr. , and Commissioners Stephen <br /> Halkiotis, John Hartwell, Shirley E. Marshall and Don Willhoit. <br /> STAFF PRESENT: County Manager John M. Link, Jr. , Assistant County Managers Albert <br /> Kittrell and Ellen Liston, Extension Director Fletcher Barber, Recreation and Parks <br /> Director Mary Anne Black, Clerk to the Board Beverly A. Blythe, Data Processing Director <br /> Keith Brooks, Finance Director Ken Chavious, Purchasing Director Pam Jones, Tax Assessor <br /> Kermit Lloyd, MPA Intern Beth McIver, Department on Aging Director Jerry Passmore, <br /> Social Services Director Marti Pryor-Cook, Health Director Dan Reimer, Child Support <br /> Director Janet Sparks, Budget Analyst Donna Wagner, EMS Director Nick Waters and <br /> Personnel Director Addie Wright. <br /> John Link stated that the morning work session would deal with the aspects of <br /> revenue and tax base, salary and insurance, and the budget for the Department of Social <br /> Services. <br /> NOTE: ALL THE INFORMATION THAT WAS PRESENTED IS IN THE BUDGET DOCUMENT. <br /> REVENUE AND TAX BASE <br /> A slide presentation was made. The general fund revenues were outlined including <br /> the income that may be expected from the property tax, the sales tax, licenses and <br /> permits, intergovernmental and charges for services. <br /> MERIT PROGRAM <br /> John Link stated that it is important for those employees who are doing an <br /> outstanding job to receive merit. He has recommended in his proposed budget that the <br /> effective date for merit be the employee's anniversary date. Performance appraisals <br /> were discussed. Performance appraisals will be based upon a workplan and the result of <br /> the performance of an individual. <br /> HUMAN SERVICES <br /> John Link went through the budget document highlighting particular changes in the <br /> various departments. <br /> Marti Cook explained the request for a nurse for the in-home care program. There <br /> are certain tasks that can only be provided by a nurse. This service is provided to <br /> citizens who otherwise would be in a nursing home. She explained she has talked with <br /> the Health Department about this position and determined that the best way to provide <br /> the service as well as the administrative duties is to have the position in the Social <br /> Services Department. <br /> John Link continued highlighting the Human Service Departments. <br /> In the Department on Aging budget, Commissioner Hartwell questioned the figure for <br /> transportation.
