County cannot buy any land with the bond money until late spring or make any offers to <br /> acquire until then. <br /> Discussion ensued on comparables. <br /> RURA CHARACTER STUDY <br /> The Board discussed their concerns about the study not staying with the issues or the <br /> original ideas. The citizens don' t understand it as a study with the purpose of putting <br /> things in place to help the farmer who wants to stay in farming. <br /> The Board feels it is possible to bring it back to the original focus and continue the <br /> education process. <br /> Commissioner Marshall emphasized that the Rural Character Study originated from the need <br /> for answers to specific problems and questions in the Rural Buffer. This is the main <br /> priority of this study. <br /> John Link will set up a meeting between the Board and Lane Kendig to further discuss the <br /> original focus of the Rural Character Study. <br /> STRATEGIC PLANNING <br /> Sylvia Price gave an overview of the document. She stated that a 30 person committee was <br /> called together in August and met every other week finishing last Wednesday night. <br /> Sylvia Price outlined some of the actual recommendations. <br /> The Economic Development Commission just received the report. They will proceed to set u <br /> a work committee to review the report. <br /> There are budget implications and the EDC plans to respond to those as soon as possible so <br /> that the Board of Commissioners can consider these for the 1989-90 budget. <br /> The report will be presented to the municipalities by the representatives that serve on the <br /> EDC. They will be asked for comments about the report. <br /> Commissioner Willhoit asked about the County' s policy on water and sewer extension as it <br /> relates to urbanizing areas. <br /> Chair Carey stated that we have not identified urban service districts around Hillsborough. <br /> Commissioner Willhoit stated that the County needs to define an urban service area around <br /> Hillsborough and by definition it should be the transition area. <br /> Commissioner Marshall stated that as we change the Land Use Plan the water and sewer policy <br /> can be amended at the same time. <br /> Commissioner Hartwell stated the County must have a plan when Hillsborough is approached. <br /> There is a need to know that there will be water in an area before economic development can <br /> be promoted. It is important to have an adequate water supply and distribution and <br /> treatment facilities in place. This should be done with two months. <br /> GOALS - before spring (March 21) <br />
