Proposal for Geotechnical Services and Phase I ESA <br /> Orange County Jail Site <br /> Hillsborough,Orange County,North Carolina <br /> ECS Proposal Number 06:17061 <br /> Phase I ESA <br /> The work activities under this phase are normally completed within 15 to 21 business days upon written <br /> authorization. Phase I ESAs do not involve sub-surface investigations, environmental sampling or <br /> chemical analyses. The primary objectives of a typical Phase I ESA are to: <br /> 1, Assess the probability of contamination of the surface water, groundwater, or soils within the <br /> property boundaries (unless otherwise requested, structural, asbestos, lead, radon or <br /> wetlands evaluations are generally not performed); <br /> 2. Determine, if contamination is believed to have occurred, the potential source material(s) and <br /> location(s); <br /> 3. Provide a written assessment which includes our conclusions and recommendations. <br /> Prior to an on-site assessment of the property under review, available pertinent records, documents, <br /> photographs, and maps will be compiled and reviewed. These tasks are performed to identify previous <br /> activities at or near the site under review that might have had a negative impact on the soils and <br /> groundwater associated with the property. <br /> Upon completion of a Phase I ESA, a report in ASTM E1527-05 format is submitted that would include: <br /> • Summary of the site location and history; <br /> • Regional geologic and hydrogeologic characteristics; <br /> • Documentation of field investigation methods, activities, and results; <br /> • Documentation and review of client, facility, public, and regulatory records; <br /> • Photographic records of unusual or questionable site conditions encountered; <br /> • Our professional opinion concerning the presence or indicated absence of environmental <br /> conditions for the site;and <br /> • Recommendations for further investigative activities, if warranted. <br /> 8 <br />
