PROCLAMATION AND REPORT ON CLEAN-UP LITTER WEER <br /> Mary Anne Black presented for consideration of approval a <br /> proclamation as follows: <br /> WHEREAS, THE North Carolina Department of Transportation has <br /> designated September 15-21 "Clean-Up Litter Week" on North <br /> Carolina highways; and <br /> WHEREAS, The Orange County Board of Commissioners recognizes <br /> the benefits derived to the County when the highways and <br /> streets in the County are litter free; and <br /> WHEREAS, THE Board of Commissioners recognizes the negative <br /> impact on visitors and citizens when litter is permitted to <br /> accumulate; and <br /> WHEREAS, THE Board of Commissioners wishes to ericourage and <br /> endorse the concept of "Clean Up Litter Week;" <br /> NOW, THEREFORE, BE IT PROCLAIMED THAT THE ORANGE COUNTY BOARD <br /> OF CO MISSIONERS DOES HEREBY DESIGNATE SEPTEMBE1Z 15-21 CLEAN <br /> UP LITTER WEEK IN ORANGE COUNTY. <br /> BE IT FURTHER PROCLAIMED that the Board of Commissioners <br /> encourages all citizens of Orange County to participate in <br /> Clean Up Litter activities in their neighborhoods.. <br /> She outlined for the Board the schedule of activities :Ln support of <br /> this project. There is a big emphasis on individual clean up :Ln ones' own <br /> yard. There will be a recycling effort for aluminum cans. <br /> Motion was made by Commissioner Lloyd, seconded by Commissioner <br /> Carey to approve the Proclamation as stated above. <br /> VOTE: UNANIMOUS. <br /> C. JTPA REPORT COMPLETED BY THE COMMISSION FOR WOMEN <br /> (A complete copy of the report is in the permanent agenda file in the <br /> Clerk's office) . <br /> Commission member Alice Holt presented openings rem)rks on the <br /> methodology. The Charge to the Commission for Women is to improve the status <br /> of women in Orange County. In 1984 the Commission undertook a review of the <br /> JTPA program. Population and program data was collected and ,mal.yzed. A <br /> study committee of five Commission meters was appointed to vnple went the <br /> study. <br /> Commission meter Claudine Harris chaired the study committee and <br /> reiterated how the study committee became familiar with JTPA. <br /> Verla Insko noted the study had two goals for the Commission: (1) to <br /> educate Commission members about a service that is available to citizens, and <br /> (2) to improve employment opportunities for women. She presented <br /> transparencies which illustrated (1) population data, (2) participation rate <br />
