00002 3.3 <br /> M I N U T E S <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> SEPTEMBER 3, 1985 <br /> The Orange County Board of Commissioners met in regular session on <br /> September 3, 1985, 7:30 p.m. in the Commissioners' Room of the Orange County <br /> Courthouse, Hillsborough, North Carolina. <br /> COMMISSIONERS PRESENT: Chair Don Willhoit, and Commissioner Shirley <br /> Marshall, Moses Carey, Ben Lloyd and Norman Walker. <br /> ATTORNEY PRESENT: Geoffrey Gledhill. <br /> STAFF PRESENT: County Manager Kenneth R. Thompson, Director of Finance <br /> Gordon Baker, Recreation Director Mary Anne Black, Clerk to the Board Beverly <br /> A. Blythe, Deputy Finance Officer Ken Chavious, Planning Director Marvin <br /> Collins, Coordinator of the Commission for Women Verla Insko, Planner Susan <br /> Smith and Social Services Director Tom Ward. <br /> A. BOARD COMMENTS <br /> Chair Willhoit indicated receipt of a letter from Larry Hauck: of Centel <br /> and requested that anyone with a complaint about the telephones service to <br /> contact the County Manager. <br /> B. AUDIENCE COMMENTS <br /> None. <br /> C. MINUTES <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Lloyd to approve the minutes for May 24, 1985 as circulated. <br /> VOTE: UNANIMOUS. <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Carey to approve the minutes for May 29, 1985 as circulated. <br /> VOTE: UNANIMOUS. <br /> D. APPOINTM=S. <br /> CHAPEL HILL BOARD OF ADJUS'IMMU <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Carey to appoint Mary Ann Mi.nsley as an alternate on the Chapel Fill Board of <br /> Adjustment. <br /> VOTE: UNANIMOUS. <br /> ORANGE COUNTY PLANNING BOARD <br /> Commissioner Carey moved the appointment of Margaret Miller. <br /> Commissioner Lloyd moved the appointment of Richard Roberts. <br /> Commissioner Lloyd commented that, in his opinion, there is a need <br /> for more representation from the agricultural section of the County. He <br /> objected to being outvoted on most appointments to the Planning Board. <br /> Chair Willhoit requested an updated report on past appointments. He <br /> expressed his concern for underrepresentation in certain areas. Currently <br /> there are no blacks on the Planning Board. <br /> Commissioner Marshall noted she has worked for and encouraged a <br /> better geographical representation for all the Boards and Commissions. <br /> VOTE: Richard Roberts -Commissioners Lloyd and Walker. <br /> Margaret Miller-Chair Willhoit and Commissioners Marshall and Carey. <br /> AWARDS <br /> 1. CERTIFICATE OF CONFORMANCE IN FINANCIAL REPORTING <br /> Orange County was the recipient of the Certificate of Conformance in <br /> Financial Reporting and the Award of Financial Reporting Achiev(m ent. This <br /> program is a recognition of excellence in governmental financial reporting. <br />
