X03 <br /> Motion was made by Commissioner Careyr seconded by Commissioner <br /> Marshall to approve a contract with L. Robert Kimball & Associates to remap <br /> with base orthophoto and cadastral property maps the County in a multi-phaset <br /> multi-year project and authorize the proposed Phase 2 work plan (modified) for <br /> 1985-86. <br /> VOTE: UNANIMOUS. <br /> H JOINT MEETING WITH TOM OF CAPWO O TO DISCUSS JOINT PLUUM <br /> (At this point the meeting was moved to the Carrboro Town Hall) <br /> Robert Morgan. Town Manager of Carrboror spoke on behalf of the staff and <br /> Planning Board. He reaffirmed their commitment and willingness to work in the <br /> Joint Planning process. He emphasized that Carrboro would like to have some <br /> input in developing the plan. Policies are being made that affect Carrboro's <br /> joint planning area and in particular the watershed areas. He would like to <br /> see the plan applied through an ordinance and feels that the Carrboro <br /> ordinance is flexible enough to use in the joint planning area. He stated <br /> that Carrboro is ready to enter into a joint planning agreement as soon as the <br /> map is prepared. There is still minor disagreement about the line to the <br /> north. That line will be the Town limits someday. If that line is not <br /> negotiabler he would like to look at other alternatives in the joint planning <br /> process. <br /> Chair Willhoit emphasized there was not a deliberate effort to exclude <br /> Carrboro from the joint planning process. He understood that Carrboro wanted <br /> to wait until a plan was worked out before signing an agreement. He stressed <br /> that policies would need to be developed for the extension of sewer lines into <br /> the watershed and that the current County policy is to discourage such <br /> extensions. Willhoit noted that the line separating the two planning <br /> jurisdictions generally followed the railroad track, Homestead Road, Rogers <br /> Road. Eubanks Road and the landfill boundaries. <br /> Morgan requested that Carrboro be directly involved in the process of <br /> developing subsequent meetings and expressed a desire to host every other <br /> meeting or every third meeting. With reference to the extraterritorial areal <br /> he feels that Carrboro. Chapel Hill and the County should meet and decide <br /> what is best for all communities. <br /> Commissioners Marshall and Carey both emphasized the importance of <br /> working together and including Carrboro in the joint planning area. <br /> Chair Willhoit requested that the Orange County Planning Board work with <br /> the Carrboro Planning Board to bring them up to date on developments that have <br /> taken place since the public information meeting. It was a consensus of the <br /> Board of Commissioners to involve Carrboro in the joint planning process. <br /> They were urged to attend the public information meeting scheduled for January <br /> 14, 1986 at Chapel Hill High School. <br /> 9. CLOSURE OF A PORTION OF OLD CEDAR GROVE ROAD <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Lloyd to adopt the resolution printed below declaring the intent to close the <br /> described portion of Old Cedar Grove Road and set a Public Hearing date on the <br /> road closing for February 3, 1986 in accordance with the procedures as <br /> outlined in the General Statutes and at no cost to the County. <br /> REWEST TO CLOSE AN ABATIDONED ROAD <br /> The undersigned, ROBERT SCHOLAR and wife, RACHEL SCHOLAR, petition <br /> the Orange County Board of Commissioners as follows: <br /> That there is shown on a certain plat entitled PROPERTY OF ROBERT <br /> SCHOLAR AND RACHEL SCHOLAR as surveyed by ENT Land Surveys, dated November 5, <br /> 1984, a copy of which is attached hereto, a certain road which is now <br />
