X03 Motion was made by Commissioner Careyr seconded by Commissioner Marshall to approve a contract with L. Robert Kimball & Associates to remap with base orthophoto and cadastral property maps the County in a multi-phaset multi-year project and authorize the proposed Phase 2 work plan (modified) for 1985-86. VOTE: UNANIMOUS. H JOINT MEETING WITH TOM OF CAPWO O TO DISCUSS JOINT PLUUM (At this point the meeting was moved to the Carrboro Town Hall) Robert Morgan. Town Manager of Carrboror spoke on behalf of the staff and Planning Board. He reaffirmed their commitment and willingness to work in the Joint Planning process. He emphasized that Carrboro would like to have some input in developing the plan. Policies are being made that affect Carrboro's joint planning area and in particular the watershed areas. He would like to see the plan applied through an ordinance and feels that the Carrboro ordinance is flexible enough to use in the joint planning area. He stated that Carrboro is ready to enter into a joint planning agreement as soon as the map is prepared. There is still minor disagreement about the line to the north. That line will be the Town limits someday. If that line is not negotiabler he would like to look at other alternatives in the joint planning process. Chair Willhoit emphasized there was not a deliberate effort to exclude Carrboro from the joint planning process. He understood that Carrboro wanted to wait until a plan was worked out before signing an agreement. He stressed that policies would need to be developed for the extension of sewer lines into the watershed and that the current County policy is to discourage such extensions. Willhoit noted that the line separating the two planning jurisdictions generally followed the railroad track, Homestead Road, Rogers Road. Eubanks Road and the landfill boundaries. Morgan requested that Carrboro be directly involved in the process of developing subsequent meetings and expressed a desire to host every other meeting or every third meeting. With reference to the extraterritorial areal he feels that Carrboro. Chapel Hill and the County should meet and decide what is best for all communities. Commissioners Marshall and Carey both emphasized the importance of working together and including Carrboro in the joint planning area. Chair Willhoit requested that the Orange County Planning Board work with the Carrboro Planning Board to bring them up to date on developments that have taken place since the public information meeting. It was a consensus of the Board of Commissioners to involve Carrboro in the joint planning process. They were urged to attend the public information meeting scheduled for January 14, 1986 at Chapel Hill High School. 9. CLOSURE OF A PORTION OF OLD CEDAR GROVE ROAD Motion was made by Commissioner Marshall, seconded by Commissioner Lloyd to adopt the resolution printed below declaring the intent to close the described portion of Old Cedar Grove Road and set a Public Hearing date on the road closing for February 3, 1986 in accordance with the procedures as outlined in the General Statutes and at no cost to the County.
