The JOCCA Board <br /> unanimously passed a request that the Orange County Board of Commissioners <br /> consider establishing an SDA with Chatham County. JOCCA is considering a <br /> number of innovative programs to find the kind of jobs that AFDC women and <br /> other people who cannot read or write can be linked with. <br /> Commissioner Marshall commended the present PIC Council and stated <br /> a need for more representation on the Council. <br /> PIC members Dan Lunsford► Mildred Council and Phyllis Lotchin spoke <br /> in support of the present arrangement. It was the consensus of the Orange <br /> County PIC members to request the Orange County Board of Commissioners to <br /> remain with the current SDA. Mildred Council stated that many people who <br /> needed jobs badly had not developed the skill level to communicate with the <br /> present JTPA program administration. <br /> Gloria Williams► Director of JOCCA, indicated that JOCCA would <br /> provide a fulltime program with a fulltime staff that would address the needs <br /> identified in the Commission for Women report. <br /> Verla Insko► Coordinator of the Commission for Women, noted no <br /> attempt was made to evaluate the administrative procedures. A fulltime staff <br /> person and local training centers were suggested in the report. <br /> Tom Wallace of the JTPA program in Chatham County described the <br /> types of training programs they offer and placed strong emphasis on serving <br /> the truly needy in rural areas. <br /> Motion was made by Commissioner Carey► seconded by Commissioner <br /> Marshall to designate JOCCA as the SDA for the Orange and Chatham area <br /> contingent upon Chatham County approval. <br /> A substitute motion was made by Commissioner Walker► seconded by <br /> Commissioner Lloyd to table the decision until Thursday► December 19 to allow <br /> additional time for further input. <br /> VOTE ON THE MOTION TO TABLE: AYES, 3; NOES, 2 (Commissioners Marshall and <br /> Carey) . <br /> Chair Willhoit asked that the County staff prepare a list of <br /> questions and concerns that need to be addressed in considering a change in <br /> administration. <br /> 14.
