The Flexible Development guidelines require submittal of two concept <br /> plans, and require that a public information meeting be held. <br /> Completion of the Open Space Design Guidebook has been a high-priority work item <br /> since adoption of the Flexible Development regulations, and will be included on the <br /> June 26 Commissioners' agenda. The Planning Staff is preparing to hold training <br /> sessions for potential applicants in early July. Completion of the Design Guidebook <br /> must occur before the training sessions. <br /> Concept Plans submitted on or before June 28 must be presented to the Planning Board <br /> at its July meeting to meet timeline requirements. However, submittal requirements <br /> change substantially on July 1. The magnitude of those changes would result in <br /> applications being rejected on July 1 because they would not meet requirements of the <br /> Flexible Development regulations. <br /> It is the policy of the Board of Commissioners to allow major subdivisions which <br /> have received Preliminary Plan approval to remain subject to the regulations in effect <br /> at the time of approval, even if regulations change before the plat is recorded. <br /> Because the Flexible Development requirements affect Concept Plan approval <br />
