2 <br /> L <br /> Morinaga has committed to create at least 90 jobs during the first three years of operation. <br /> These positions will pay approximately $38,000 per year, a figure that meets the One North <br /> Carolina Fund wage test. As part of the package, the City of Mebane and Orange County <br /> sponsored the $264,000 One NC Fund performance grant that has been awarded. In addition, <br /> Durham Technical Community College will provide training of its new employees. This <br /> collaborative effort will bring much needed jobs and an investment up to $48 million to the <br /> community. The 21-acre site is large enough to accommodate future expansions that will add <br /> more opportunity for the workforce. This new development can serve as a catalyst for business <br /> activities in the Buckhorn EDD and Orange County industrial parks. <br /> The Morinaga America Foods, Inc. CDBG application is planned for submittal to the North <br /> Carolina Department of Commerce on December 4, 2013. Dependent on the outcome of the <br /> site's environmental review, requested funds may be made available for release in March 2014. <br /> Two public hearings regarding the CDBG process and the Morinaga America Foods, Inc. CDBG <br /> application were conducted by the BOCC on October 15, 2013 and November 19, 2013. <br /> Attachment 1 contains the final resolution for the Morinaga America Foods, Inc. CDBG <br /> application. Additionally, Attachment 2 contains application documents requiring the Chair's <br /> signature for the Morinaga America Foods, Inc. CDBG application. <br /> FINANCIAL IMPACT: The grant provides for the opportunity to receive up to $750,000 in <br /> CDBG funding. A match of approximately $250,000 will be required from the County's Article <br /> 46 (One-Quarter Cent) Sales and Use Tax for economic development infrastructure and <br /> business incentives. Funds provided from the County will be utilized primarily in conducting <br /> engineering design work. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the resolution in <br /> Attachment 1 authorizing the submission of the formal application and authorize the Chair to <br /> sign the resolution and the required application documents on behalf of the Board. <br />
