(Use additional pages as necessary) <br /> A March 2011 "Analysis of Impediments to Fair Housing Choice for Orange <br /> County, North Carolina"report identifies that the most substantial impediments to fair <br /> housing choice in Orange County emanate from a combination of both the public and <br /> private sectors.Transportation issues,lack of choice in affordable rental housing and an <br /> overall lack of general education about citizens' rights as it relates to fair housing choice <br /> and its laws and regulations are the overarching impediments discovered in Orange <br /> County. <br /> The impediments noted in the report are the result of zoning and regulatory issues <br /> (which are the purview of four(4) separate local governments), cost and availability of <br /> land, lack of fair housing education, and lack of transportation and infrastructure. As <br /> such, creating more affordable housing units alone will not repair these findings nor will <br /> it create more integrated, diverse communities. Public outreach and education are <br /> therefore essential to resolve these issues. For these reasons,this plan focuses on fair <br /> housing outreach and education. <br /> III.
