2 <br /> 1 3. That the Task Force prefers the original Sewer Concept Plan presented by OWASA <br /> 2 in 2012 to serve 86 parcels at an estimated cost of$5.8 million. First this concept <br /> 3 will provide sewer improvements to the entire Historic Rogers Road neighborhood; <br /> 4 secondly, this proposal will enable all of the partners, Orange County, the Town of <br /> 5 Chapel Hill, and The Town of Carrboro, to equally share the costs of the Community <br /> 6 Center and Sewer Improvements in proportion to their responsibilities. If either the <br /> 7 Orange County Board of Commissioners or the Chapel Hill Town Council do not <br /> 8 favor the original Sewer Concept Plan presented by the Neighborhood, the Sewer <br /> 9 Concept Plan presented by OWASA in 2012 including only segments 5, 6, and 8 to <br /> 10 serve 67 parcels at an estimated cost of$3.7 million should be funded. <br /> 11 <br /> 12 4. That the county petition the Town of Chapel Hill to annex all County Owned Property <br /> 13 in the Historic Rogers Road Neighborhood. <br /> 14 <br /> 15 5. That the Task Force requests that the Managers explore the collaborative approach <br /> 16 to the Historic Rogers Road Neighborhood as outlined in February 25, 2013 memo <br /> 17 to Elected Officials and report back to the Task Force on August 21, 2013. <br /> 18 <br /> 19 6. That the Managers meet and talk about the options related to connecting the <br /> 20 residents of the Historic Rogers Road Neighborhood to sewer. <br /> 21 <br /> 22 7. That funding is identified for the cost of connecting from the OWASA infrastructure to <br /> 23 the homes in addition to applying for grants for low-to-moderate income persons. It is <br /> 24 a priority of the Task Force to identify funding not only for the installation of sewer <br /> 25 infrastructure but also cost of connections to homeowners and the Task Force <br /> 26 recommends that the County and Towns set up a fund specifically for people in the <br /> 27 Historic Rogers Road Neighborhood and to fund the cost of the connections from the <br /> 28 home to the main line. <br /> 29 <br /> 30 Michael Talbert said it was very apparent to the task force that it does not do any good to <br /> 31 put the infrastructure in the ground if the homeowners are unable to connect to it. The task <br /> 32 force was adamant about being able to provide this connection. <br /> 33 He reviewed some of the background information from the abstract and noted that bids <br /> 34 for the authorized community center had come in well over the budgeted amount of$650,000. <br /> 35 He said new designs were being considered and it is hoped that new bids will be taken in 4-6 <br /> 36 weeks. <br /> 37 He said the Town of Carrboro approved its intentions to move forward with not more than <br /> 38 $900,000, half of which has been approved for fiscal year 2013/2014. <br /> 39 Chair Jacobs asked if any of the task force members wanted to speak to this item. <br /> 40 Alderman Slade said the task force has gotten very far considering the history of the <br /> 41 injustice to the Rogers Road community. He said he is glad to see the process move forward. <br /> 42 He understands that the County is engaged with an EPA situation. He said he has suggested <br /> 43 for quite some time that the County use this process as an opportunity to engage with the EPA <br /> 44 and ask them to drop the pending litigation. He said the litigation has served to mute a lot of <br /> 45 discussion from the County. He understands that there can be no binding agreement in this <br /> 46 situation, and he encourages the Board to move forward to make sure this can happen for the <br /> 47 Rogers Road Community. <br /> 48 Carrboro Alderman Michelle Johnson arrived at 7:14 pm. <br />
