Exhibit A—Scope of Services—Fiscal Year 2013-14 <br /> Orange County Outside Agency Performance Agreement Certification <br /> Funded Amount: $95,000 <br /> Agency: Pretrial Services for Chatham and Orange Counties,Inc. <br /> Agency Mission: Pretrial Services for Chatham and Orange Counties screens,investigates,and <br /> monitors selected adult defendants released from jail pending disposition of their <br /> cases, thereby reducing costs otherwise paid by the county for housing inmates in <br /> local jails while maintaining supervision of defendants. Pretrial also connects <br /> defendants in need of mental health,substance abuse,and other community support <br /> services with those services,thereby increasing the chances that the defendants will <br /> become or remain contributing members of society. Additionally,Pretrial Services <br /> investigates and creates sentencing plans,and monitors the initial links to services <br /> recommended. <br /> Program: Pretrial Services -screens defendants detained in the county jail or at imminent risk <br /> of such detention and provides information related to the potential for release and <br /> return to court dates including relevant assessment of clients needs to maintain <br /> stability. Supervision and revocation in instances of non-compliance. <br /> Purpose: Reducing cost of county jail detention with attention to community safety factors by <br /> screening individuals detained or at imminent risk of detention in the county jail. <br /> Savings also gained by facilitation of court processes related to defendants and <br /> efforts to increase their stability through treatment referrals largely geared toward <br /> indigent citizens processed through the local criminal justice system. <br /> Outcomes: Pretrial investigations and interviews of inmates or those at imminent risk of being <br /> detained. Supervision of those ordered by judges to be released on conditional <br /> release pending final outcome of criminal charges.
