t <br /> G.S. 7A-647 deals with"dispositional alternatives for delinquent,undisciflined, abused, <br /> neglected, or dependent juvenile." The statute authorizes judges to order a juvenile to be <br /> examined by a physician, psychiatrist, psychologist or other qualified expert and to order <br /> treatment. The judge may order the parent to pay the cost of treatment o:-,"If the judge <br /> finds the parent is unable to pay the cost of care, the judge may charge tht,cost to the <br /> county. As a result, counties can be forced to incur significant expense fcr care of <br /> juveniles institutionalized in a specialized facility. This goal represents an effort to urge <br /> the state to bear these costs. <br /> S. Training dogs for fighting <br /> Support legislation to change from a misdemeanor to a felony the crime of training <br /> dogs to be used in exhibitions featuring dog fighting when a person is convicted of a <br /> second offense; as is now the case when one is convicted of a second Offense of <br /> instigating,promoting,conducting or allowing property to be used 8)r dog fighting <br /> exhibitions. (Durham County) <br /> G-S. 14-362.1(x)makes it a class 2 misdemeanor to promote, conduct,provide animals <br /> for, allow property to be used for or profit"from an exhibition featuring the fighting or <br /> bartering of an anim$i." under subsection(b), the same penalty applies to those who tram <br /> animals for such exhibitions.
