35 <br /> Completion of National Register Nomination for the Cedar Grove Rural Historic District <br /> July 24, 1996 <br /> Page Three <br /> Gaining Community Support. Before beginning the nomination process, we believe the <br /> Commission should confirm support for a National Register nomination within the Cedar Grove <br /> crossroads community. As you are aware,under federal law,a proposed historic district will not be <br /> nominated to the National Register if a majority of property owners opposes such a designation <br /> (see attached National Register Fact Sheet #S). Community support could be gauged by (1) <br /> sending letters of interest with information packets to Cedar Grove crossroads area residents; and <br /> (2) conducting a Historic Preservation Commission meeting in Cedar Grove. Letters of interest <br /> should indicate the date,time and place of the meeting,which could be held in conjunction with the <br /> Commission's September meeting. <br /> Consultant Selection Process. After completion of the meeting, the Commission could report to <br /> the Board of Commissioners and recommend the County proceed with completion of the National <br /> Register nomination. The first step would be to send a Request for Proposals to a list of consultants <br /> approved by the State Historic Preservation Office. Planning Staff will review the RFPs received <br /> and provide them to the Commission for review. The Commission will forward their selection <br /> recommendation to the Board of Commissioners. <br /> A draft Request for Proposals is attached. The draft specifies that a consultant shall determine <br /> historic area boundaries and evaluate the landscape elements; expand the research of area historic <br /> structures; evaluate the significance and historical integrity of the landscape and built environment; <br /> apply the National Register criteria and prepare the National Register forms. The work would also <br /> include the required photography for the nomination forms and preparation of a color slide <br /> presentation. The consultant would also be expected to attend community information meetings <br /> and public hearings on the proposed nomination. <br /> PrQject Schedule. The following schedule for the project is anticipated: <br /> September 1996 HPC holds monthly meeting in Cedar Grove,prepares report <br /> and recommendation for the Board of Commissioners. <br /> October 1996 BOCC recommends proceeding with project,approves RFP. <br /> RFPs distributed to SHPO's list of approved consultants. <br /> November 1996 HPC recommends selection of consultant. <br /> Attachment#6 <br />
