(The draft RFP is provided as Attachment#1). <br /> BACKGROUND: The Historic Preservation Commission, at their meeting of July 24, 1996, voted to <br /> approve the attached Request for Proposals to select a qualified consultant to complete the <br /> National Register nomination for the Cedar Grove crossroads area (see Attachment #2). <br /> Nomination of Cedar Grove crossroads area as a National Register Historic District was <br /> identified as one of the priority preservation goals in the Historic Preservation Element, or <br /> Preservation Plan, which was adopted by the BOCC on April 1, 1996. Establishment of <br /> the Cedar Grove Historic District was adopted as a BOCC goal on May 14, 1996. <br /> Also in May, 1996, the Historic Preservation Commission asked the Board of County <br /> Commissioners to include $11,180 in the FY1996-97 budget to fund completion of the <br /> Cedar Grove National Register Nomination. This request was made after the County was <br /> unsuccessful in obtaining grant funding from the Certified Local Government program <br /> through the State Historic Preservation Office. Furthermore, this was the first time that a <br /> funding request for a historic preservation project did not include these grant funds. <br /> Following Board discussion of the upcoming budget, the Planning Department requested <br /> line item transfers from savings in other departmental accounts to fiend the project. The <br /> $11,180 was rolled over from the previous year's budget to be included in current year <br /> funds. <br /> Before proceeding with the selection of a consultant and completion of the National <br /> Register nomination, the HPC wanted to estimate support for a National Register <br /> nomination within the Cedar Grove crossroads community. (Under federal law, a <br /> proposed historic district will not be nominated to the National Register if a majority of <br />
