1 <br /> The process to develop and implement a new capital funding policy has been quite lengthy and <br /> complex, and was substantially impacted by last Spring's CIP discussions and the Board's decisions in <br /> establishing school construction standards. A summary of the important milestones in the capital <br /> funding policy development process is included for your information. This summary of steps indicate <br /> how the Board of Commissioners has reached a point of closure on the 1996-2006 CIP for schools with <br /> the adoption of the 5B financing option on October 15, and the corresponding policy changes now <br /> being considered by the Board. <br /> To state an obvious point, the introduction of each new CIP cycle brings an additional year(the new <br /> 10th year) and new needs into the equation. External elements may affect future decisions on capital <br /> funding - for example,the State Department of Public Instruction is changing the formula for <br /> calculating student planning allocations.
