Culpepper, Chapel Hill Planning <br />Department, 919 - 968 -2728 <br />Craig Benedict, Orange County Planning <br />Department, 919 - 245 -2592 <br />PURPOSE: To discuss the extraterritorial jurisdiction (ETJ) expansion process near the <br />Historic Rogers Road Community. <br />BACKGROUND: Please see the following link regarding action by the Orange County Board of <br />Commissioners on September 5, 2013: http:// orangecountync .gov /occlerks /130905.pdf <br />Orange County has sent a letter to Chapel Hill acknowledging the Town's interest to expand its <br />ETJ. Orange County will await actions by the Chapel Hill Town Council, with a general <br />understanding that action will be necessary early next year. <br />Below is a summary of the Chapel Hill and Orange County timeline: <br />• Chapel Hill has conducted a Public Hearing on October 21, 2013- a mailing has been <br />sent to all property owners as well as legal ads were published on October 6 & 13, 2013. <br />• Chapel Hill staff anticipates returning to the Town Council on January 13, 2014 for action <br />and then the request will be sent to the County for approval. Orange County will put a <br />placeholder on the Board of Commissioners agenda calendar after that date. <br />• Chapel Hill is discussing scheduling a Public Hearing on the rezoning on the January 13, <br />2014 date as well, but the specifics are not yet available. Chapel Hill would need to <br />pursue review by the Town Planning Board for its recommendation in December and get <br />an additional mailing and legal notices published. <br />FINANCIAL IMPACT: None at this time. The ETJ could provide the opportunity for Chapel Hill <br />to fund improvements to Rogers Road, but does not increase any revenues for that purpose. <br />RECOMMENDATION(S): The Managers recommend that the Boards discuss this topic and <br />provide any comments and /or direction to staff as necessary. <br />
