i <br /> 2 <br /> TRANSITION PLAN , <br /> Organization Structure <br /> As a branch of the Orange County Library,the Carrboro Library would remain in the McDougle <br /> Middle School. However, library staff would become Orange County employees, supervised by the <br /> Orange County Librarian and all policies/procedures would be developed by the Orange County <br /> Library. Chapel Hill-Carrboro Schools would function basically as a"landlord"with a contract <br /> between the School System and the County regarding terms under which the school facility and <br /> collection would be shared. On November 7, 1996 the Chapel Hill-Carrboro Schools approved the <br /> attached contract. <br /> Materials/Collection <br /> County staff has met with the principals of the McDougle Elementary and Middle Schools to <br /> determine the placement of public library materials including books in the school library. While <br /> acknowledging the sensitivity of materials for adult level readers in the elementary and middle <br /> school library, all agreed on a location for public library materials which would protect the integrity <br /> of the educational setting and the public library. <br /> Official Name <br /> The County representatives on the Hyconeechee Regional Library Board suggest the name for the <br /> branch be "Orange County Public Library- Carrboro Branch." <br /> Staffing <br /> The Carrboro Library has been staffed by a Chapel Hill-Carrboro Schools permanent part time 20 <br /> hour Librarian position which is vacant(previously held by Ms. Shelly Worman) and two temporary <br /> library pages. The Friends of the Carrboro Library also have provided volunteers to staff the <br /> library. In the interim period since Ms. Worman's resignation in August, the Orange County <br /> Public Library has worked jointly with the Chapel Hill-Carrboro Schools to staff the library. <br /> To implement the Carrboro Library as a branch of the Orange County Public Library: <br /> 1. The Orange County Librarian plans to appoint James Lehrer of the Orange County Library staff <br /> as Carrboro Branch Head and to transfer Mr. Lehrer in his current Library Assistant III position <br /> to that location. Mr. Lehrer currently is head of circulation and evening and weekend operation <br /> in the main County library. Following the reassignment, Personnel will conduct a classification <br /> study of Mr. Lehrer's position and classify the position based on the duties as Carrboro Branch <br /> Head. <br /> 2. It is proposed that the Board of Commissioners: <br /> • Increase the hours of Mr. Lehrer's permanent part time position from the current 25 hours to <br /> 30 hours as Carrboro Branch head. This will provide for some necessary work time and <br /> meeting time for library functions during non-operating hours. <br />
