9 <br /> County. The location of the park as proposed creates an long-term <br /> opportunity to develop interpretive facilities and nature programs associated <br /> with the wildlife corridor. <br /> 3. Requiring dedication of all of the park site with Phase II. <br /> The 30-acre area offered for public dedication exceeds the 6.4 acres which could <br /> be required for dedication based on the number of lots proposed. The applicant <br /> has indicated in the attached letter that he would not be opposed to dedicating the <br /> entire park site at this time if the Commissioners could bind themselves to <br /> approve the remaining phases of the development, if submitted in compliance <br /> with ordinance requirements. The applicants attorney has advised him not to take <br /> that financial risk, since the Board of Commissioners cannot make a binding <br /> commitment. <br /> 4. The degree to which individual wells could be cited on individual lots in the <br /> event of failure of the community well system. <br /> See preceding text under"Water Supply". <br /> 5. The frequency of trains on the Southern Railroad adjacent to the proposed <br /> park site. <br /> The tracks are used by two Amtrak and four freight trains each day. <br /> RECOMMENDATION: The Administration recommends approval of the attached Resolution of <br /> Approval for the University Manor Phase II Preliminary Plan. <br />
