1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 19, 2013 <br />Action Agenda <br />Item No. 7 -d <br />SUBJECT: Policy for Commemorative Plaques for County Facilities <br />DEPARTMENT: Asset Management Services PUBLIC HEARING: (Y /N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Link Center Plaque Photograph Jeff Thompson, (919) 245 -2658 <br />PURPOSE: To provide guidance to the Interim County Manager on the crafting of a proposed <br />policy for commemorative plaque design and installation for County facilities. <br />BACKGROUND: There is currently no County policy governing the installation of <br />commemorative plaques within current or future County facility development projects. <br />The County has developed new facilities and parks over the past several years as part of its <br />initiative for providing adequate and effective facilities for County services and operations. For <br />various reasons, including the lack of a policy, these facilities were not memorialized with a <br />commemorative plaque such as the one located within the Link Government Services Center <br />(note attached photograph). <br />The Board may consider these and other topics when discussing a potential policy: <br />1. Which types of facilities are to be considered for a commemorative plaque? <br />2. Is there a size threshold of a project for commemorative plaque installation? <br />3. Are renovation projects to be considered? <br />4. What is the standard text desired within the plaque? <br />5. Are plaques to be interior or exterior mounted? <br />6. Should plaques include the names of the members of the Board of Commissioners at <br />the time of project authorization, or members at the time of project completion, or <br />both? <br />FINANCIAL IMPACT: The estimated cost for a single interior commemorative plaque installed <br />similar to the one installed within the Link Center is between $1,300 and $1,500. Should the <br />Board adopt a commemorative plaque policy, funds for the plaques could be sourced within <br />individual capital project budgets. <br />RECOMMENDATION(S): The Interim County Manager recommends the Board provide <br />guidance on the crafting of a proposed policy for commemorative plaque design and installation <br />for County facilities. Based on Board discussion, staff proposes to develop a draft policy to <br />present to the Board at a later date for approval. In addition, should the Board adopt a <br />commemorative plaque policy, all plaques would denote "Chair' and "Vice Chair' as <br />appropriate. <br />
