One additional project (Buckhorn Road widening) <br /> was submitted to the BGMPO, but strategically placed on the TARPO priority list to potentially <br /> secure additional local input points as the project is partially located within the TARPO planning <br /> area. The last additional project is currently programmed in the 2012-2018 STIP, but is subject <br /> to re-scoring and re-prioritization because it is programmed for construction after FY 2015. <br /> These six (6) projects were added to the top of the list because of a need to rely somewhat on <br /> the assignment of local input points and because, relative to the previously submitted projects, <br /> the projects are likely to score higher against the State's scoring criteria, thereby giving them a <br /> greater chance of being funded and included in the 2016-2022 STIP. Two of these projects are <br /> also OCCTP-recom mended projects. The other four (4) projects were shifted down to priorities <br /> 7-10 because they are not likely to score well against the State's bike/pedestrian scoring factors <br /> as a result of their rural context and require the County to commit a 20% local match. <br /> Attachment 4 is a map depicting the locations of the draft project priorities for those projects <br /> within TARPO's planning area. <br /> DCHC MPO Priority List <br /> For the DCHC MPO project priority list (Attachment 6), all except one of the projects submitted <br /> in 2011 were carried forward to this priority list. Nine (9) projects that were not submitted in <br /> 2011 were added to the list. Three (3) of these new projects are transit projects intended to <br /> implement the OCBRIP. Three (3) of the new projects are Safe Routes to School projects <br /> recommended in the Orange County Safe Routes to School Action Plan. Two (2) of the new <br /> projects are the I-40 widening from the I-40/1-85 interchange to the Durham County line and I-85 <br /> widening from the 1-40/1-85 interchange to the Durham County line. One (1) is a new <br /> bike/pedestrian project along Mt. Carmel Church Road. <br /> The 1-40 and 1-85 widening projects were not included in previous County priority lists, but are <br /> projects that have already been included in the STIP and are of statewide significance that will <br /> be scored regardless of Orange County's submission. Their inclusion in the priority list is meant <br /> to be a guide for those projects' levels of priority relative to others for the assignment of local <br /> input points. These two widening projects are likely to score higher than many of the other <br /> projects recommended for submission. <br /> The general grouping order of staff-suggested and OUTBoard-recom mended project ranking in <br /> the DCHC MPO priority list is- <br /> 1) Readily implementable transit and Safe Routes to School projects of local significance; <br /> 2) Added capacity/mobility projects of local significance; <br /> 3) Transit/rail projects of local significance submitted by other transit agencies; <br /> 4) Highway modernization projects of local significance; <br /> 5) Added capacity/mobility projects of statewide/regional significance; and <br /> 6) Safe Routes to School and bike/pedestrian projects that come at a cost to the County <br /> and that do not have an obligated local funding commitment. <br /> This ranking strategy developed by staff intends to optimize scoring output and corresponding <br /> funding probability for the subject projects in the face of the contributing factors to such output of <br /> State scoring, funding tier eligibility, and projects' necessity for reliance on local input points to <br /> be funded. Attachment 7 is a map depicting the locations of the draft project priorities for those <br /> projects within the DCHC MPO planning area. <br />
