2 <br /> Department of Transportation (NCDOT) since the development of the initial priority list, the <br /> recommended list and prioritization order of projects has changed. <br /> Role of Proiect Lists <br /> The project priority lists provided to the BOCC for both the DCHC MPO and TARPO planning <br /> areas provide all projects, regardless of mode, for consideration of inclusion in those <br /> organizations' regional priority lists and/or transportation improvement program (TIP). The lists <br /> to be considered for approval/endorsement by the BOCC are meant to serve two roles- <br /> 1) First, the lists serve as Orange County's official list of projects to submit for scoring by the <br /> State and to be considered for inclusion in the STIP and ultimately implemented; and <br /> 2) Second, the lists are meant to act as a guide for both the Transportation Coordinating <br /> Committee (TCC) and Transportation Advisory Committee (TAC) representatives from <br /> Orange County to strategize/prioritize their assignment of local input points to projects <br /> during each organization's respective internal local input process. <br /> Some of the projects included in the priority list are not officially Orange County projects, but are <br /> projects Orange County may support and for which it may desire to assign local inputs points <br /> depending on the outcome of where those projects stand after State scores are received. <br /> It is TARPO's policy that all projects, regardless of mode, be submitted together in one list in <br /> order of priority. Although it is not the DCHC MPO's policy to follow the same protocol, there will <br /> not be a separate allocation of local input points for DCHC MPO TAC members to assign to <br /> each mode. The same allocation of local input points must be assigned across all modes. As <br /> such, staff recommends submitting the DCHC MPO priority list with all projects, regardless of <br /> mode, in one list in order of priority. If State scores received in the spring of 2014 for projects <br /> submitted appear to affect Orange County's strategic ranking of projects in the DCHC MPO <br /> priority list, and if time permits between the time State scores are received and the MPO's <br /> deadline for assigning local input points, staff will bring the ranked list of projects back to the <br /> BOCC for consideration of reconfiguration of project order. <br /> Staff Proiect Ranking Methodology <br /> Generally for both priority lists, the starting point for staff and the OUTBoard was to carry <br /> forward those projects submitted as the County's project priorities to both TARPO and the <br /> DCHC MPO from the last iteration of project prioritization in 2011 that have a prior history of <br /> scoring and ranking through both Orange County's and the MPO's/RPO's ranking processes <br /> (Attachment 1). <br /> TARPO Priority List <br /> For the TARPO project priority list (Attachment 3), all projects submitted in 2011 were carried <br /> forward to this priority list, and six (6) new projects that were not submitted in 2011 were added <br /> to the list and prioritized as top projects. Two of the new TARPO projects (Orange Public <br /> Transportation expansion vehicles and the Northern Human Services Center park-and-ride) are <br /> new transit projects intended to implement the Orange County Bus and Rail Investment Plan <br /> (OCBRIP). One additional project (NC 54 widening) is a completely new highway project not <br /> previously submitted that is recommended in the newly adopted Orange County Comprehensive <br /> Transportation Plan (OCCTP). Another additional project (Efland-Cedar Grove Road <br /> improvements), also recommended in the OCCTP, was previously submitted for prioritization <br /> iterations before 2011, but was removed from that priority list before submission to TARPO and <br />
