13 <br />Attachment 3: Draft Triangle Area Regional Planning Organization (TARPO) Project Priority List <br />Rank/ Map <br />Project <br />Project Description /Need <br />Status <br />Existing Project Score/ <br />Staff Recommendation <br />ID # <br />(New /Existing Project) <br />Rank <br />Description: Up to six (6), 25 -foot, 18- passenger cutaway bus vehicles to accommodate bus <br />service expansion as recommended in the Orange County Bus and Rail Investment Plan <br />(OCBRIP) and the Five -Year Orange County Bus Service Expansion Program currently under <br />development. <br />Need: Given the range of potential services that could be developed as part of Orange Public <br />Transportation's (OPT's) bus service expansion, staff has identified the need for up to an <br />additional six (6), 25 -foot, 18- passenger cutaway bus vehicles to accommodate potential bus <br />Orange Public <br />service expansion to both rural demand response services and intra - Hillsborough, Hillsborough <br />Transportation <br />to Chapel Hill, Cedar Grove to Hillsborough, and Mebane /Efland /Hillsborough fixed -route <br />Expansion Vehicles <br />services. If awarded expansion <br />vehicles to be funded by Federal and State match sources, the County /OPT must commit a <br />10% local match for those vehicles, equating to $7,150 per vehicle in 2015 dollars. If six (6) <br />expansion vehicles are awarded, the total cost to the County would be $42,900 in 2015 dollars, <br />however, revenue from the public transit 1 /2- percent sales tax and the vehicle registration fee <br />can be expended on expansion vehicles. This project submission is meant to be a placeholder <br />for the finer details of specific expansion vehicle needs to be determined when the <br />recommendations for those needs are finalized. <br />Description: Widen NC 54 from Orange Grove Road (SR 1006) to Old Fayetteville Road (SR <br />1937/1107) from a two (2) -lane, 24 -foot undivided thoroughfare to a four (4) -lane divided <br />boulevard type thoroughfare with a travel - prohibitive median to improve mobility and provide <br />better access control. This project is recommended in the Orange County Comprehensive <br />Transportation Plan (OCCTP). This project is partially located within the DCHC MPO planning <br />area. <br />Need: NCDOT projections reveal that traffic on NC 54 from Orange Grove Road to Fayetteville <br />Submit to TARPO for SPOT 3.0 scoring and <br />2 <br />NC 54 Widening <br />Road will substantially exceed the existing roadway capacity by 2035, warranting an increase <br />New Highway Project <br />N/A <br />consideration of inclusion in the TARPO regional <br />incapacity through widening. NCDOT traffic figures already indicate that traffic along the <br />priority list and STIP as project priority #2 as a new <br />segment of NC 54 from Butler Road /Dodsons Cross Road to Neville Road is at capacity and <br />highway project. <br />will only continue to substantially exceed capacity in future years. Given these figures, it is also <br />likely that traffic along the segment of NC 54 from Neville Road to Old Fayetteville Road is also <br />at or over capacity. Among all projects recommended in the OCCTP, this project would likely <br />score the highest relative to other projects given the improvements the project would provide <br />for both congestion and benefit -cost factors. This project is also eligible for funding at both the <br />regional and divisional tiers, providing it a greater opportunity to be funded than projects that <br />are only eligible for funding at the division tier. <br />Description: Widen Buckhorn Road from U.S. 70 to West Ten Road (SR 1144) to multi -lanes <br />with bicycle and pedestrian facilities. This segment of roadway is over 95% within the BGMPO <br />Scored in SPOT 2.0 prioritization as <br />planning area and borders the western boundary of the I- 40/1 -85- Buckhorn Road EDD. <br />Existing Highway Mobility <br />a project within the BGMPO <br />Need: This general vicinity of this proposed project is the focus of a growing problem of traffic <br />project submitted for scoring in <br />planning area as a Subregional <br />Submit to TARPO for SPOT 3.0 scoring and <br />3 <br />Buckhorn Road (SR <br />backing up on the northbound exit ramps onto southbound Buckhorn Road and at a <br />SPOT 2.0.
