3 <br /> Department of Social Services <br /> 5. The Department of Social Services has received additional revenues for the following <br /> programs: <br /> • Child Day Care — receipt of a second quarter payment of $1,283,804 to <br /> provide childcare services and subsidies to low-income families. <br /> • Smart Start Enhancement Program — receipt of a second quarter payment <br /> of $255,000 for Smart Start Subsidized Child Care program administration. <br /> The department will pay program funds directly to childcare providers. <br /> • Drug Treatment Court — notification of $10,000, in pass-through revenue, <br /> from the Alcoholic Beverage Control Board to administer the Orange County <br /> Drug Treatment Court. The department will provide court-appointed drug <br /> screenings for offenders and be reimbursed, by the State. <br /> This budget amendment provides for the receipt of these additional funds. (See <br /> Attachment 1, column 5) <br /> 6. The Department of Social Services, based on historical collections, anticipates donated <br /> funds totaling $15,000 to help with the Annual Toy Chest Drive, in December. This <br /> budget amendment provides for the receipt of these funds, and is budgeted in a special <br /> Adoption Enhancement Fund outside of the General Fund. <br /> Library Services <br /> 7. Library Services has received $4,752, via E-Rate discount funds, to provide patrons with <br /> a NextReads electronic database. NextReads offers over 20 thematic reading <br /> recommendation newsletters written by the library experts at Novelist. In accordance <br /> with the Federal Telecommunications Act of 1996, the Orange County Library receives <br /> discounts for telecommunication services offered by CenturyLink. There is no County <br /> match required for the receipt of these funds. This budget amendment provides for the <br /> receipt of these additional funds for the above stated purpose. (See Attachment 1, <br /> column 6) <br /> Health Department <br /> 8. The Health Department has received additional revenues for the following programs: <br /> • Donation — receipt of $3,001 from Kidcycle, LLC to help supplement cost of care <br /> management and program supplies/materials for the Care Coordination for <br /> Children program. <br /> • Project Lazarus — receipt of$7,500 from a partnership with Healthy Carolinians of <br /> Orange County and Project Lazarus Community Coalition Grants Program to <br /> provide educational opportunities and training that could save the lives of <br /> prescription drug abusers. <br /> • Community Transformation Grant — receipt of $8,000 from a partnership with <br /> the Centers for Disease Control and Prevention to increase physical activity and <br /> improve residents' access to active living spaces in northern Orange County. <br />
