12
1 Jim Groves said that Alamance County would not have to be on board. He said that
2 when Mebane Fire Department comes to Orange County there is communication through
3 VIPER, so it would be simple radio programming issue.
4 Commissioner Gordon said this sounds like a promising option. She suggested a
5 systematic look at the pros and cons to present at the AOG meeting. She noted the increased
6 coverage potential. She would like to see if their consultant could look at this, and she feels it is
7 fantastic to have this kind of opportunity.
8 Commissioner McKee said he is glad to see the discussion. He said the 700 MHz would
9 not be a cure all, but it would cure the lack of control.
10 Commissioner Pelissier said she heard about some new updates to VIPER, and she
11 would like to make sure that a stand-alone system would not cost additional money if it has to
12 be compatible with VIPER as it changes.
13 Jim Groves said the P-25 system is the newest VIPER system and this would be
14 compatible with the stand alone system.
15 Commissioner Rich said she is encouraged with this proactive approach to make this a
16 better system for the County.
17 Chair Jacobs said the County is ready to work with other governmental entities for the
18 betterment of the County. He said he hears everyone going toward a collaborative, cost
19 effective, pro-safety direction, and he looks forward to hearing more about this.
20 Jeff Cabe said if this system will cover the county, he would like to know if data can also
21 be added.
22 Michael Talbert said the County is currently looking at tower sites and encouraging
23 private developers to install towers. He said that if towers are installed, these private
24 developers may want to pay them to be on the towers.
25 Commissioner Gordon asked how North Chatham and Mebane fit into this stand alone
26 system.
27 Chief Stroud said Chatham uses the VIPER system, and they are also looking at the
28 700 system.
29 Jim Groves said Mebane has a dual system like Chatham.
30 Chief Jones said if Chatham is thinking about moving to 700 MHz, perhaps a
31 partnership could be established with them as well. He said these types of partnerships create
32 lower costs for everyone.
33 Michael Talbert expressed thanks to all of the partners who have assisted with the OSI
34 system.
35
36 3. Open Discussion
37
38 A. Field Relationships
39 B. Radio Communications
40 C. Unmet Needs
41 D. Unified Development Ordinance Change
42 E. Other
43
44 Chair Jacobs said he heard something about the updated MAP (Master Aging Plan) and
45 a new program for seniors. He would like an update on this.
46 Kim Woodward, Paramedic Supervisor, said she went to the MAP public meetings and
47 discussed a new initiative that Emergency Services (ES) has initiated, along with their partners
48 at UNC and the Department on Aging. She said this initiative is to provide a fall prevention
49 program for those persons over 60. She said ES receives about 11,000 calls for Emergency
