Incorporate the recommendations of the study into the Capital Investment Plan <br /> 32 <br /> 33 Jim Groves said VIPER stands for Voice Interoperability Plan for Emergency <br /> 34 Responders, and it is a state initiated system. He said it was designed to provide <br /> 35 interoperability throughout the state. <br /> 36 Referring to the talk-in map slides, he noted that the green indicates a good signal; <br /> 37 yellow indicates a fair signal; red indicates a poor signal; and gray indicates no signal. He <br /> 38 noted that this applies to coverage outdoors only. <br /> 39 <br /> 40 Chief Jones said he would like to bring up an item for discussion regarding the <br /> 41 possibility of having a stand alone system. He said this is a discussion that has been ongoing <br /> 42 for a number of years. He said that the County is about to invest significant money into <br /> 43 improving tower coverage and thus improving the VIPER system. He said this helps the state <br /> 44 by adding infrastructure to their system. He said there are problems with the state VIPER <br /> 45 system, including building penetration and the fact that the system is not controlled at the local <br /> 46 level. <br /> 47 He said there is now an opportunity to make a change, and this might be the most <br /> 48 efficient time to look at their own systems. He said that a 700Mgz system with its own controller <br /> 49 could use the same towers and radios. He said this system could still be compatible with <br />
