9 <br /> 1 R-16 & 17 Hire Tele-communicator positions (in-process/on-going) <br /> 2 ■ 13/14 budget approved to hire four (4) new Telecom municators in January, 2014 <br /> 3 ■ Developing new initiative to fill vacant Tele-communicator positions <br /> 4 <br /> 5 Jim Groves noted that the tele-communicator position has a high turnover rate, with the <br /> 6 average time being 18 months. He said these are challenging roles to fill and keep. <br /> 7 Commissioner Pelissier asked what happens after that 18 month period. <br /> 8 Jim Groves said staff is good about warning people that this is a stressful job. He said it <br /> 9 can be difficult to deal with, and it has a hard psychological impact on people. <br /> 10 <br /> 11 9-1-1 Recommendations <br /> 12 • R-18 Purchase AVL hardware for new EMS vehicles (complete) <br /> 13 ■ All units outfitted with AVL <br /> 14 ■ All new units will be outfitted with AVL <br /> 15 • R-19 Provide informational meetings with emergency responders to share new software <br /> 16 capabilities (in-process) <br /> 17 ■ 9-1-1 Users Group re-activated <br /> 18 o Members of each response organization are represented <br /> 19 ■ Information shared during Chiefs Association meeting <br /> 20 <br /> 21 Bill Waddell, Orange Grove BOD President, asked about Pagetrack. He asked how far <br /> 22 down the line this might be. <br /> 23 Jim Groves said this is a robust system; however there are technology issues with the <br /> 24 design of the system. He said the vendor has not been the best in the customer service and <br /> 25 support, so there are efforts being made to arrange a face-to-face meeting to handle the <br /> 26 issues. He said funds are being withheld due to the seriousness of the issues. He said there is <br /> 27 a commitment to making Pagetrack work, but he focus now is on getting the system stable. <br /> 28 He said this went live on July 9, and it was initially a go. He said there have been some <br /> 29 hard lessons learned and the focus now is on working out the glitches. <br /> 30 Commissioner McKee said it should also be noted that OSSI considers Pagetrack a <br /> 31 competitor. <br /> 32 Chair Jacobs addressed Michael Talbert and noted that the County has received bad <br /> 33 publicity over poor call times in the past. He asked that the improvements be part of a press <br /> 34 release after this meeting to inform the community of the investment and progress on this <br /> 35 issue. <br /> 36 <br /> 37 Viper Site Coverage/Towers <br /> 38 Draft Report <br /> 39 <br /> 40 Current Viper "Talk-In" (map) <br /> 41 <br /> 42 Proposed viper sites <br /> 43 Four (4) additional sites were selected to improve VIPER coverage within the County. <br /> 44 These four sites are existing sites, and co-location was to be investigated. <br /> 45 ■ Northeast portion of County— Caldwell area— existing guyed tower <br /> 46 7444 Bill Poole Road —AT&T Wireless <br /> 47 ■ South-Central portion of County— Chapel Hill — existing monopole <br /> 48 1403 New Hope Trace— GTE Wireless <br /> 49 ■ Southwest portion of County— Chapel Hill — existing monopole <br /> 50 4900 NC 54 West - SBA <br />
