Outreach: <br /> ® General Public: Public Information Meeting September 4, 2013 <br /> ❑ Small Area Plan Workgroup: <br /> ❑ Other: <br /> 3. FISCAL IMPACT <br /> Other than staff time, there is no financial impact associated with this item. Following <br /> review and adoption, Plan implementation will be performed by staff and coordinated <br /> with the City of Durham and NCDOT as warranted. The required legal ad will be paid <br /> with Departmental funds already budgeted for this purpose. <br /> D. AMENDMENT IMPLICATIONS <br /> The Eno Economic Development District (EDD) Access Management Plan will <br /> implement a recommendation from the Eno EDD Small Area Plan, adopted by the <br /> BOCC in 2008. An adopted access management program will provide for improved <br /> transportation systems and capacities as development proceeds in the area. Formally <br /> adopted transportation access management plans are necessary to procure federal and <br /> state funding for projects, and to require developer compliance with the plan. Adopted <br /> access management plans can also be incorporated into regional transportation plans, <br /> which will enhance the County's collaboration with the Durham-Chapel Hill-Carrboro <br /> Metropolitan Planning Organization (DCHC MPO). <br /> E. POST-AMENDMENT REVIEW OF PROTECTION OPTIONS FOR OLD NC <br /> HWY10 <br /> Based on BOCC, Planning Board, OUTBoard and public comments, Staff recommends <br /> that they be authorized to research the following protection options for Old NC Hwy 10: <br /> • Previous protections pursued for St. Mary's Road; <br /> • Secondary view shed regulations; <br /> • Scenic corridor overlay regulations; <br /> • Scenic byway regulations; <br /> • Scenic conservation easements; <br /> • Discuss with NCDOT the need for a signage plan to provide improved signage <br /> with the goal of limiting truck traffic on Old NC Hwy 10; <br /> • Review methodologies for informing truck drivers of the low overpass heights <br /> along Old NC Hwy 10; <br /> • Discuss with NCDOT the speed limit along Old NC Hwy 10 through the study <br /> area, and the possibility of it being reduced; <br /> 5 <br />
