ATTACHMENT 1 8 <br /> 1) Continue its review of protections that may be put in place to preserve <br /> the character <br /> of Old NC Hwy 10; and <br /> 2) Report its conclusions back to the BOCC. <br /> The Planning Board specifically discussed and supported working with NCDOT to <br /> develop a signage plan to restrict truck traffic on Old NC Hwy 10 and to find ways <br /> to inform truck drivers of the low overpass heights along the road. Additionally, <br /> the Board supported reviewing and recommending restrictions on the speed limit <br /> along Old NC Hwy 10 through the study area. <br /> b. Advisory Boards: <br /> OUTBoard — September 18, 2013 <br /> At its September 18th meeting the OUTBoard received a brief introduction to <br /> the Draft Eno EDD Access Management Plan in preparation for its full review <br /> and recommendation at its October 16th meeting. At its October 16th meeting, <br /> the OUTBoard unanimously recommended that the BOCC adopt the Eno <br /> EDD Access Management Plan to include revisions as proposed by staff and <br /> direct staff to: <br /> 1) Continue its review of protection options that may be put in place to <br /> preserve t the character of Old NC Hwy 10 (listed below); <br /> 2) Report its conclusions back to the BOCC; and <br /> 3) Keep the OUTBoard informed as to progress on the Eno EDD Access <br /> Management Plan and the research and/or development of protection <br /> options for Old NC Hwy 10. <br /> c. Staff Recommendations for Plan Revisions <br /> In response to discussions and comments at the Quarterly Public Hearing, the <br /> Planning Board meeting, and the OUTBoard meeting, staff developed <br /> recommendations for the following revisions to the Plan: <br /> 1 . Page 4, Item 9, and page 21 — Rephrase language regarding bike lanes to <br /> state that NCDOT has striped the pavement two feet from the shoulder of Old NC <br /> Hwy 10 to enhance bicyclists safety. <br /> 2. Page 26, Eno EDD Access Management Concept Map — <br /> a. Remove symbol for possible commuter rail transit stop from the map and <br /> legend; and <br /> b. Revise the legend for signalized intersections to `existing signalized <br /> intersection'. <br /> 3. Page 25, Access Management Criteria —Add a new criteria No. 14 stating that <br /> `required future cross-sections for roads shall be subject to NCDOT and Orange <br /> County review and approval, and included in the Durham-Chapel Hill-Carrboro <br /> Metropolitan Planning Organization (DCHC MPO) Comprehensive Transportation <br /> Plan (CTP).' <br /> d.
