Refer the matter to the OUTBoard and the Planning Board with a request that a <br /> recommendation be returned in time for the 11-19-2013 BOCC meeting. <br /> 2. Adjourn the public hearing until 11-19-2013 in order to receive and accept the <br /> OUTBoard's and Planning Board's recommendations, and any submitted <br /> comments. <br /> Abigaile Pittman said implementation of the plan will require coordination between <br /> the NCDOT, the County, the City of Durham, developers and property owners. <br /> She said the public outreach meeting had revealed some community concerns <br /> regarding truck traffic and speed limits along Highway 10 and the potential impacts to <br /> residential neighborhoods. <br /> Chair Jacobs said some of the concerns regarding highway 10 relate to rural <br /> character. He said there is a plan for Saint Mary's Road, which is a scenic corridor. He <br /> suggested a review of those criteria, which address some of the issues that people have <br /> raised regarding highway 10. He said this could be used as a blueprint. <br /> Commissioner Gordon asked about the functional specifications on pages 19 and <br /> 20 of the abstract. She asked for clarification on the road classification system and how it <br /> meshes with these two pages. <br />
