2 <br /> Access management is achieved through the application of planning, regulatory, and design <br /> strategies such as: <br /> • Controlled access to roads by spacing potential North Carolina Department of Transportation <br /> (NCDOT)-approved driveway access points. <br /> • Provisions for shared driveways and common access off major roads. <br /> • Use of medians to enhance traffic safety. <br /> • Use of frontage roads. <br /> • Connectivity of roads in new development to approved access points. <br /> • Preliminary ideas on extension of new roads to adjacent areas for future access. <br /> The Eno EDD Access Management Plan is generalized. It is not intended to be overly detailed or <br /> property specific. It will be applied to develop more specific access management guidelines in the <br /> review of future development proposals. When specific projects are submitted they will be <br /> examined for consistency with overall Plan criteria and in some cases traffic studies may be <br /> required that may identify the need for transportation improvements. <br /> In addition, formally adopted transportation plans are necessary to procure federal and state <br /> funding for projects, enhance collaboration with regional transportation organizations such as the <br /> Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO), and to require <br /> developer action consistent with the plan. <br /> Attachment 1 is the Amendment outline form, approved by the BOCC on May 7, 2013, outlining the <br /> rationale, process, and implications of the development and adoption of the EDD Access <br /> Management Plan. It contains additional information and analysis on the proposed plan, as well as <br /> details regarding the timeframe for the process. <br /> Attachment 2 is the Draft Eno EDD Access Management Plan for consideration. <br /> The Eno EDD Area Small Area Plan Recommendations (adopted June 24, 2008; amended <br /> February 3, 2009) — Information about the implementation of Eno EDD Area Small Area Plan <br /> recommendations is provided in the Amendment outline form (Attachment 1). <br /> Public Outreach: <br /> In an effort to better inform interested persons in an informal setting, a Public Information <br /> Meeting/Open House was held on September 4, 2013 at the Shared Visions Retreat Center <br /> (historic Murphey School). Eleven (11) members of the public plus Commissioners Barry Jacobs <br /> and Renee Price were in attendance. Generally, there was support for access management in the <br /> area, yet some concerns were expressed about truck traffic and speed limits along Old NC <br /> Highway 10, and impacts on the residential neighborhood associated with nonresidential <br /> development. <br /> September 9, 2013 Quarterly Public Hearing Comments: Information about comments from the <br /> Quarterly Public Hearing is provided in the Amendment outline form (Attachment 1). <br /> Attachment 3 is the petition submitted at the Quarterly Public Hearing, with a staff-prepared map of <br /> those persons signing the petition. <br /> Attachment 4 provides an excerpt from the draft minutes of the September 9, 2013 joint public <br /> hearing on this item. <br />
