Y
4
M E M O R A N D U M
Orange County Planning & Inspections Department
306F Revere Road Hillsborough,NC 27278
Telephone: (919)732-8181 FAX(919)644-3002
To: John Link,County Manager
From: Paul Thames,County Engineer
Dave Stancil,Planner II/Land Use and Environment
Date: November 26, 1996
Subject: Summary of USGS Ground Water Recharge Report
Copies: Marvin Collins,Planning Director
Ron Holdway,Environmental Health Director
Gene Bell,Planner II-Comprehensive
On December 2,the findings of a report on ground water recharge rates in Orange County will
be presented to the Board of Commissioners. This report is the result of a jointly-funded project
with the U.S.Geological Survey(USGS)to investigate,on a general level,the rate of recharge to
ground water supplies in the County. The project was recommended to the Board of
Commissioners by the Water Resources Committee in early-1995,and funding was authorized
for the 18-month project in May 1995.This project is designed as the first phase of the Water
Resources Committee's charge to investigate the quantity and quality of ground water within
Orange County.
It should be noted that the purpose of the report is to provide a broad overview on a basin-by-
basin approach toward a better understanding of ground water availability. The report does
not and was not intended to provide the level of data that would allow for precise site-specific
estimates of ground water quantity. Two examples are provided in the report that illustrate
ways of using historical streamflow data and assumed site conditions for planning purposes,
but neither example is designed for use in site-specific analyse
This document provides a basic summary of the main findings of the USGS report. The report
was overseen by Dr.Charles Daniel,Research Hydrologist with USGS.Dr.Daniel,an Orange
County resident, has published a number of studies on ground water in the Piedmont province
and is among the foremost authorities on ground water in this area.He is a member of the Water
Resources Committee and is currently preparing a similar report for Guilford County,NC.
