15 <br /> November 6 , 1996 Planning Board Minutes <br /> extended from La Mesa Lane to serve the new lots in Phase III. Lot 31 will have <br /> direct access to La Mesa Lane. <br /> The Planning Staff recommends approval of the Preliminary Plan for La Mesa, <br /> Phase III,with public roads built to State standards and subject to the conditions <br /> contained in the Resolution of Approval(copy an attachment to these minutes on <br /> pages ). <br /> Katz asked for clarification regarding item B4 in the resolution that all lots shall <br /> access onto the new subdivision roads noting that this is inconsistent with lot#31. <br /> Cameron responded that La Mesa Lane is considered a subdivision road and the <br /> intent is that there be no exterior access outside the subdivision. <br /> Katz continued,asking about the setback requirements under item F3. Cameron <br /> responded that they are the standard setbacks in the Zoning Ordinance and are <br /> required to be noted on the final plat. This makes it clear that for comer lots,the <br /> front setback applies on both sides. <br /> MOTION: Allison moved approval as recommended by the Planning Staff. Seconded by <br /> Walters. <br /> VOTE: Unanimous. <br /> AGENDA ITEM#9: MATTERS HEARD AT PUBLIC HEARING 8/26/96 <br /> a. Zoning Ordinance Teat Amendments <br /> (1) Temporary Events <br /> (a) Article 8.8.14 Special Uses-Temporary Events(NEW) <br /> (b) Article 4.3 Permitted Use Table <br /> (c) Article 6.16.17 Additional Requirements for Certain Permitted Uses <br /> (Temporary Events) <br /> (d) Article 22 Definitions <br /> Presentation by Mary Willis. <br /> This item is to consider a citizen request to create a new use category called <br /> "Temporary Events"which would be allowed by right in commercial zoning <br /> districts,and with approval of a class B Special Use Permit in residential districts. <br /> The proposed amendment creates a commercial/service use category called <br /> "Temporary Events". Examples of this kind of use are commercial craft shows, <br /> carnivals,festivals,concerts,medical or veterinary clinics,and outdoor social events <br /> hosted by a business such as a restaurant or caterer. <br /> Temporary events such as those described would not be considered a principal use <br /> when they take place at a site normally associated with the activity. For example,a <br /> festival held at a park,a reception or picnic held on church grounds,or a veterinary <br /> clinic conducted outside an animal hospital,would be considered accessory uses to <br /> the principal use on the site and would not require approval of a Special Use Permit. <br />
