Often during the construction phase of any project of this size and complexity,engineering decisions must be made to adjust the design to <br /> address changes that result from the discovery of underground utilities and other unforeseen conditions that affect the design.McGill Associates <br /> and the team assigned to this project have more than 27 years of experience in the construction of large sanitary sewer projects and have the <br /> ability to address any construction issues,should they arise,in a timely manner. <br /> Ability to Respond in a Timely Fashion <br /> Our Firm has a long and positive history of responsive client service. In fact,responsiveness is one of the key elements that has brought <br /> success to our Firm.Our philosophy of service is based on continuing relationships with our local government clients.We fully understand that <br /> responsive service is the basis of our past successes. <br /> The proximity of our key team members aids in our responsiveness to the project.The team will,at all times,be available to the County to <br /> discuss issues,progress,and details of design and construction. <br /> Cost Control <br /> McGill Associates has a long and positive history of working with Owners <br /> and Contractors to help anticipate problems before they result in a claim. <br /> Construction Claim avoidance is an important cost control. <br /> Baseline job costs change for a variety of factors.This Job Cost Variance <br /> (JCV)can often be the result of confusion and lack of clarity in adherence <br /> • to the approved plans and specifications.This can be managed through <br /> proper communication and pre-planning construction activities.Pre-planning <br /> often identifies and circumvents problems in lieu of paying for a claim after <br /> n <br /> the fact. <br /> Another JCV that is often overlooked is the cost to the Owner in <br /> Construction Claims caused by unnecessary delays,changes,and disputes. <br /> In today's litigious construction environment,timely decision making can save headaches and money.We proactively communicate with the <br /> Contractor and Owner.We keep very detailed and organized project documentation.We have assembled a full technical and construction team <br /> that can adequately and quickly respond to the needs of the project,the Contractor,and the Owner to avoid delays,changes,and disputes. <br /> Without exception,some changes will be necessary on a project of the magnitude of the Northeast Wastewater Treatment Plant, regardless of <br /> the Contractor selected for the completion of the project.For changes in the work that occur during the course of the project,McGill Associates <br /> serves as the Owner's representative and acts on behalf of the Owner to determine the validity of the change and to negotiate the cost or the <br /> credit to the contract and to administer the proper payment or reduction. <br /> Quality Assurance / Quality Control <br /> Similar to all other aspects of construction management,quality control has to be planned.Planning seeks`order,'and a quality control system <br /> for a construction project reflects this sense of order: <br /> • The quality standard set by the design and required by the client <br /> • Planning how to achieve the required quality through construction <br /> methods,materials,and workmanship <br /> • Adequate on-site supervision of the Contractor's work during all active <br /> construction <br /> • Build it right the first time <br /> Confidential and Proprietary I Central Efland/Northern Buckhorn Sewer Extensions-Construction Phase Services,RFQ No.376-5176 0 2 7 <br />
