ORANGE COUNTY FINANCIAL SERVICES <br /> 200 South Cameron Street, Post Office Box 8181 • Hillsborough, NC 27278 <br /> Phone: 919-245-2651 • Fax: 919-644-3324 <br /> Request for Qualifications (RFQ), Professional Engineering Services - <br /> Central Efland/Northern Buckhorn Sewer Extension —Construction Phase Services <br /> RFQ NO. 367-5176 PROPOSALS DUE 5:00 PM EST, Thursday June 30, 2011 <br /> Ladies and Gentlemen: <br /> Orange County is seeking proposals from qualified consultants to provide professional services for <br /> the above referenced project. A selection panel will review and evaluate proposals and submit a <br /> recommendation for a single consulting firm for this project to the Board of County Commissioners. <br /> PROJECT DESCRIPTION <br /> PROJECT: Central Efland and Northern Buckhorn Sewer Extensions—Construction Phase <br /> ESTIMATED CONSTRUCTION COST: $4,350,000 <br /> SCOPE OF PROJECT: This project will be to provide construction phase engineering services, as <br /> outlined below, for sewer extension projects in both the Buckhorn Community and the Efland <br /> Community. The sewer extensions have already been designed, reviewed by both the State <br /> Construction Grants and Loans division (CG&L) of NCDENR and the EPA's Atlanta Regional office, <br /> and permitted through CG&L. This construction project is being funded by an EPA Special <br /> Appropriations grant. In addition, Orange County is applying for a State Revolving Fund (SRF) loan <br /> to pay for the remainder of the construction costs. As such, it is subject to a number of specific <br /> provisions and protocols required by both State and Federal law. The anticipated construction time <br /> for this project is a maximum of 15 months. Due to requirements of the SRF loan, the construction <br /> contract must be approved no later than the first day in September. Therefore, the construction <br /> phase of the project will begin on September 1, 2011. Actual construction should end on or before <br /> December 1, 2012. <br /> Section I: SCOPE OF SERVICES: <br /> 1. Analysis Phase: Prior to the beginning of the construction phase, the successful Consultant will <br /> • Review the existing, permitted design and specifications. <br /> • Conduct site visits or other reconnaissance necessary at the two construction sites to develop <br /> sufficient understanding of the particular demands or concerns related to this construction <br /> project. <br /> • Bring any issues with the approved design to the attention of the County's project manager as <br /> soon as possible. <br /> • Correct or amend any design issues discovered during the review <br />
