2 <br /> of a community water system is underway. A Final Plat submittal is expected in <br /> October. <br /> Phase II contains 118 acres and is located south of Rigsbee Road west of University <br /> Station Road and the Southern Railroad. It encompasses lots 13 and 13C,and a <br /> portion of lot 12 of Tax Map 3, Chapel Hill Township. Sixty-one residential lots are <br /> proposed. Two open space lots,each containing a site for a community well, are <br /> proposed to be owned by the homeowners association. <br /> The zoning district is R-1 Rural Residential and Lower Eno Protected Watershed. The <br /> Land Use Plan designation is Rural Residential. <br /> Wastewater Disposal <br /> Individual on-site septic systems are proposed. Environmental Health has indicated <br /> that each of the proposed lots contain soils suitable for septic disposal. <br /> Water Supply <br /> A community water system is proposed. The Preliminary Plan shows the location of <br /> two well easements. Both of the wells are located within common open space area to <br /> be owned by the homeowners association. <br /> Community wells are regulated by the Public Water Supply Section of the NC <br /> Division of Environmental Health(DEH), which administers the NC "Rules <br /> Governing Public Water Systems". These rules include regulations pertaining to both <br /> surface water and groundwater withdrawals, and apply to all public water systems (e.g <br /> Town of Hillsborough and OWASA), and to all community water systems with 15 or <br /> more connections. <br /> Community wells must be operated by a private operator certified by the North <br /> Carolina Water Treatment Facility Certification Board. <br /> Below is a summary of State and local procedural requirements related to community <br /> wells. <br /> 1. Prior to Preliminary Plan_Approval <br /> Well sites are approved by DEH,and a utility plan for the proposed storage and <br /> distribution system must be prepared. (Utility Plan enclosed.) <br /> 2. Prior to Final Plan Ap=val <br /> The well must be drilled. Environmental Health inspects and approves the well <br /> construction. <br />
