2 <br /> i <br /> A regular meeting of the Board of Commissioners for the <br /> County of Orange, North Carolina, was held in the Northern Orange <br /> County Recreation Center, in Cedar Grove, North Carolina at 7:30 <br /> P.M. on November 4, 1996. <br /> Present: <br /> Absent: <br /> On motion duly made, seconded and carried, the Board of <br /> Commissioners fixed 7:30 P.M. on November 19, 1996, at the OWASA <br /> Operations Center, 400 Jones Ferry Road, Carrboro, North <br /> Carolina, as the hour, day and place for a public hearing for the <br /> purpose of ( 1) considering whether the Board of Commissioners <br /> should approve a proposed installment payment agreement and <br /> certain related documents under which the County would obtain <br /> financing pursuant to G.S. S 160A-20, as amended, for the <br /> acquisition, construction and equipping of a project consisting <br /> of a new elementary school for the Chapel Hill-Carrboro City <br /> Schools, as described in the notice of such public hearing, a <br /> copy of which has been presented to the Board of Commissioners, <br /> and under which the County would secure the repayment by it of <br /> monies advanced pursuant to such installment payment agreement by <br /> granting a security interest in the elementary school project and <br /> certain related property, and (2) considering whether the County <br /> should acquire the site for the elementary school project from <br />
