3 <br /> THE ORANGE COUNTY INDUSTRIAL FACILITIES <br /> AND POLLUTION CONTROL FINANCING AUTHORITY <br /> 1996 Special Meeting <br /> The Board of Commissioners of The Orange County Industrial <br /> Facilities and Pollution Control Financing Authority (the <br /> "Authority" ) met for the purpose of conducting a special meeting on <br /> September 25, 1996, at 4:00 o'clock P.M. , at the Conference Room, <br /> Economic Development Commission, in Hillsborough, North Carolina. <br /> Present: Lilyn Heather Hester, Stuart A. Wallace, Richard <br /> Keith Coleman, Cathy Fields Carroll, William H. Bracey and Edward <br /> G. Siebert <br /> Absent: <br /> Also Present: Geoffrey E. Gledhill, Authority attorney; Kathy <br /> Baker, Deputy Clerk, Board of County Commissioners <br /> Kathy Baker, Deputy Clerk to the Board of County Commissioners, <br /> administered an oath of office to each of the following members of <br /> the Board of Commissioners of the Authority: Lilyn Heather Hester, <br /> Stuart A. Wallace, Richard Keith Coleman, Cathy Fields Carroll, <br /> William H. Bracey and Edward G.
